A. Financial Discussion - August 2022

B. Notice of Emergency Repairs to Stormwater Drainage Flume at Harrison Avenue and Express Lane. DPI Construction, Inc., of Pecatonica, Illinois was hired to complete the removal of the broken concrete flume, the backfilling of the large gully formed by erosion, and the installation of a new rip rap swale. The total cost was $218,922.85. The funding source is CIP General Fund.

C. Change Order: Buckbee Creek Bank Stabilization West of 7th Street to Sjostrom & Sons, Inc., of Rockford, Illinois

Original amount: $111,270.50

Change order: 50,370.09

Amended amount: $161,640.59

Additional work was needed due to unforeseen conditions encountered in the field during construction. A large rain event occurred just after the site was initial graded which caused the existing incurrent side channel to washout and required extra concrete to repair and construct a new, longer concrete flume. Also, prior to the concrete repair portion of the project two large washout voids were found in the channel just downstream from the project site. The decision was made to fix the washed out areas concurrently with this project to avoid future channel erosion. Lastly, while attempting to establish permanent vegetation at the project site dirt bikes and ATV’s were frequently disturbing the restoration area. Nine concrete barriers were brought in and linked together to prevent further disturbance of the restored area.

D. Change Order: City-Wide Street Repairs Group No. 1 - 2021 (Residential) to William Charles Construction, of Rockford, Illinois

Original amount: $2,289,614.30

Change order: 54,939.62

Additional work was required at the locations listed below:

Burrmont Road (James Avenue to Grenham Place): Additional areas of sidewalk and curb needed to be replaced to meet ADA standards. Funds will come from the 3rd Ward budget.

Windsong Court (Burlwood Drive to Cul-de-sac): Additional binder ws required during paving operations to assure proper drainage. Additional areas of sidewalk needed to be replaced to meet ADA standards. Additional curb and gutter was required to help improve the drainage. Funds will come from the 4th Ward budget.

Cameron Avenue (Rockton Avenue to Cul-de-sac): Additional areas of sidewalk needed to be replaced to meet ADA standards. Additional curb and gutter was required to help improve the drainage. Funds will come from the 9th Ward budget.

Quincy Street (North Church Street to Huffman Boulevard): Additional areas of sidewalk needed to replace to meet ADA standards. Additional curb and gutter was required to help improve the drainage. Funds will come from the 9th Ward budget.

Apple Orchard Lane (Alpine Road to Cul-de-sac): Additional areas of sidewalk needed to be replaced to meet ADA standards. Additional curb and gutter was required to help improve the drainage. Funds will come from the 14th Ward budget.

B. Lien Assignment of City Liens to the Northern Illinois Land Bank from City of Rockford for vacant parcels within Emerson Estates Subdivision with a boundary of School street to the south, Pierpont to the east, Auburn to the north and Springfield to the west.

C. Memorandum of Understanding with City/State/RMTD (Rockford Mass Transit District) for Rockford Complete Streets Revitalization Project.

D. Approval of a partially executed Agreement between the City of Rockford and Union Pacific Railroad outlining preliminary engineering services for the grade crossing improvements at 11th Street and the Union Pacific Railroad tracks.

IV. RESOLUTIONS

A. Award of Bid: Fire Department Laundry Services to R &H Laundromat and Dry Cleaning, Inc. DBA: A1 Dry Cleaners, of Rockford, Illinois for an estimated annual value of $32,000.00 (based on unit pricing). The contract duration is one (1) year with (4) possible one-year extension options. Annual price adjustments for CPI considered at contract renewal only. The funding source is Fire

Department Operating Budget.

B. Award of Bid: Facility Maintenance & Hardware Supplies to Tri-B Hardware and Supply and Nicholson Hardware, both of Rockford, Illinois for an estimated annual value of $80,000.00 (based on unit pricing). The contract duration is One (1) year from date of award with four (4) possible one-year annual extension options. Annual price adjustments for CPI considered at contract renewal only. The funding source is Property Fund Operating Budget.

C. Award of Bid: 638 Whitman Street Demolition to N-TRAK Group, of Loves Park, Illinois in the amount of $28,100.00. The project is estimated to be completed by October 21, 2022. The funding source is CIP General Fund.

D. Award of Bid: City-Wide Crack Sealing - 2022 to Complete Asphalt Services, of Pittsfield, Illinois in the amount of $50,000 (25,770 lbs.). The project is estimated to be completed by November 11, 2022. The funding source is Motor Fuel Tax.

E. Award of Bid: Lindale Road & 20th Street Drainage Repair to DPI Construction, Inc., of Pecatonica, Illinois in the amount of $51,509.00. The project is estimated to be completed by November 4, 2022. The funding source is CIP General Fund.

F. Award of Engineering Agreement: Millennium Fountain Renovation to Fehr Graham Engineering & Environmental in the amount of $38,700.00. The design portion is estimated to be completed in 2022 and the construction portion in 2023. The funding source is Redevelopment Funds (60%) & DCEO Grant (40%).

G. Award of RFP: Worker's Compensation Third Party Administration to PMA Companies, of Schaumburg, Illinois for an estimated annual claim expense of $104,900, flat rate guarantee three (3) years. The contract duration is One (1) year with four (4) subsequent one-year renewals. The funding source is Worker's Compensation Fund.

H. Award of RFP: Worker's Compensation Attorney Services to Wiedner & McAuliffe, Ltd., of Rockford, Illinois for Hourly Rates - Partners and Associates $175.00 per hour, Paralegal's $100 per hour. The contract duration is three (3) years with two (2) subsequent one-year renewals. The funding source is Workers' Compensation Fund.
