A. Award of Bid: Group 23 Demolitions to N-TRAK Group, of Loves Park, Illinois in the amount of $77,089.00. The contract duration is upon completion of demolition group. The funding source is Construction Services Operating Budget and Community Development Block Grant (CDBG).
B. Change Order: City-wide Sidewalk Repair 2022 Package #2 to Norwest Construction, of South Beloit, Illinois.
Original amount: $315,414.10
Change order: 50,000.00
Amended amount: $365,414.10
The City Council awarded the construction contract for the City-Wide Sidewalk Repair 2022 Package #2 on May 12, 2022 to Norwest Construction. Additional work was requested at the locations listed below. The following work includes improvements for ADA compliance and curb ramps. The funding source is 1% Infrastructure Sales Tax.

D. Approval and Acceptance of Application and award for United States Environmental Protection Agency Brownfields Community-wide Assessment Grant in the amount of $500,000. The grant does not require a cost match. The grant term is from October 1, 2023 to September 30, 2027. The grant will be used for Phase I and II Environmental Site Assessments and environmental cleanup planning on eligible Brownfield sites in the City.
E. Approval and Acceptance of Fiscal Year 2022 Grants to Engage Men and Boys as Allies in the Prevention of Violence Against Women and Girls Program. The grant award will provide funds to support a project aimed at creating educational programming and community organizing to encourage men and boys to work as allies with women, girls and marginalized communities to prevent domestic violence, dating violence, sexual assault, stalking, and sex trafficking.
F. Approval and Acceptance of Fiscal Year 2022 Strategies to Support Children Exposed to Violence Grant Award. The grant award will provide funds to support a project to develop and establish a Community Healing Center, a multi agency, multidisciplinary facility, where children exposed to violence, and their families can come to receive healing and supportive services that promote trauma recovery, youth development, and violence prevention interventions.
G. Approval and Acceptance of Application of Cities for Financial Empowerment Grant in the amount of $100,000. The grant requires a cost match from the City, and the first year budget proposal includes $75,000 from the City. The funding source is American Rescue Plan funds. The funds will be used to pay for the operational budget of the Financial Empowerment Center (FEC), including staff (2.5 full-time equivalent positions), marketing, training (as required by the Cities for Financial Empowerment (CFE), office supplies, equipment, and allocations of various utilities and indirect costs.
