2. Rev. Earl Dotson, Sr. Recited scripture and spoke about unity among men and the revitalization of the west side of Rockford.

3. John Tac Brantley recited scripture and spoke about community events and thanked the sponsors.

4. George Roach voiced his concern with unregistered sex offenders in his neighborhood and protecting his children.

II. RESOLUTIONS

A. 2022-201-R - Award of Bid: Charles Street Rehabilitation to William Charles Construction, of Rockford, Illinois in the amount of $5,537,238.84. The project is estimated to be completed by October 15, 2023. The funding source is 1% Infrastructure Sales Tax.

B. 2022-203-R - Award of Bid: Demolition of Lorden Building at Davis Park to N TRAK Group, of Loves Park, Illinois in the amount of $1,144,400.00. The project is estimated to be completed by May of 2023. The funding source is Redevelopment Funds.

Ald. McNeely requested the balance in the redevelopment fund. Director Hagerty stated at the end of 2021 the balance in the redevelopment fund was slightly over $2 million, after the proposed project the balance would be approximately $1 million.

Ald. Beach asked if the Lorden Building had been used for training by the fire department. City Administrator Cagnoni responded that it may have been used in the past for training. Ald. Logemann asked if a developer had recommended the Lorden Building be demolished. City Administrator Cagnoni agreed with Ald. Logemann and stated that the City did go out for proposals for redevelopment and the only responder was Gorman & Co., and they recommended demolition.
