Chairman Torina called the meeting to order at 5:43 pm.

The invocation was given by Chaplain Laird Pearcy.

Mayor McNamara presented a proclamation to GiGi's Playhouse, and announced that the month of May is "Down Syndrome Achievement Month."

SPEAKERS

John Brantley spoke about Columbus Day, which has been renamed "Indigenous Peoples Day." He stated that Columbus never discovered America and should have never had a day named after him. Mr. Brantley also talked about the Safe Passage Program. This is a program that ensures that children get to school safely.

Rev. Earl Dotson read a prayer and talked about the importance of research and development in the country. He also spoke about the importance of Historical Black Colleges.

III. COMMITTEE REPORTS

1. 3166 McFarland Road

Zoning Board of Appeals recommends approval for a Special Use Permit for an unattended fuel station and car wash in a C-2, Limited Commercial Zoning District at 3166 McFarland Road (Jim Arneson for Dealar Properties, Inc./Applicant)

A MOTION was made by Ald. Bonne to SUSTAIN the ZBA. The motion was SECONDED by Ald. Quinonez. Chairman Torina announced that it was requested that this item be laid over once again. She asked Ald. Frost to explain the reason for the request.

Ald. Frost explained that Woodman's Grocery Store is the applicant, and they would like to expand the footprint of their gas station. He noted that the original plan was to expand their pumps on the east side of McFarland Road. There were some issues with this plan, and they decided to move the expansion to the west side of the road near a bank. Ald. Frost further explained that he does not approve of the new plan because in his opinion this plan does not fit with the character of the area. He noted that he asked for more information regarding the new plans some time ago, and is still waiting to receive that information.

A MOTION was made by Ald. Rose to have this item LAY OVER. The motion was SECONDED by Ald. Quinonez, and CARRIED by a vote of 4-0.

2. Committee recommends approval of the request for a Pre-Annexation Agreement for 2690 Cunningham Road. The Legal Director shall prepare the appropriate ordinance.

The owner of the subject property has requested connection to city water for development of an industrial building in the county.

There was no discussion on this item.

IV. RESOLUTIONS

1. Committee recommends approval of the 2023 City Council and Committee Calendar Schedule

Chairman Torina asked Todd Cagnoni, City Administrator for the City of Rockford to review the proposed calendar. Mr. Cagnoni explained that the calendar is similar to the 2022 calendar. He noted that there will be no meetings during the Christmas and New Year Holidays, and the Fourth of July.

With no further business before the Committee, the meeting was adjourned.
