BUDGET & FINANCE COMMITTEE MINUTES

December 20, 2022

Chairwoman May called the regular meeting of the Budget & Finance Committee to order at 6:33 pm. Members present: Mayor Peterson, Corine Hughes, Jodi May and Justin York

Staff present: Chief Hollinger, Attorney Aaron Szeto

Also present: Dave Winters

Motion by Mr. York, second by Ms. May, to waive the reading of and approve the minutes of December 6, 2022. All ayes. Motion approved 2-0.

PUBLIC COMMENT

None.

SPECIAL WARRANT CONSIDERATIONS

None.

RECOMMENDATION OF PAYMENT

Bills were reviewed and recommended for approval in the amount of $124,882.46.

MAYOR PETERSON

None.

VILLAGE TREASURER, CORINE HUGHES

Ms. Hughes advised the Committee that she has enough money to pay the bills.

Ms. Hughes mentioned that water bill customers will no longer be allowed to pay their bills directly at First National Bank as there are so many convenience options available to customers, and it is not worth the additional staff time for so few people who use it. Mayor Peterson asked how many people use this option, and Ms. Hughes replied four people pay in cash and several people pay in checks. She then added that Village staff will contact these customers.

Ms. Hughes then discussed the Chemtool TIF loans, mentioning Attorney Szeto’s email explaining the three debt obligations. She added that the first loan is the only one the Village has true obligations to as the second and third loans are only paid with excess TIF increment. Attorney Szeto provided additional explanation. Mayor Peterson mentioned Jim Athans is interested in developing more property within the TIF.

JODI MAY, CHAIRWOMAN

Ord. 2022-31: An Ordinance for the Levy and Assessment of Taxes for the Fiscal Year Beginning June 1, 2023 and Ending May 31, 2024

Ms. Hughes mentioned that the numbers in the ordinance are slightly different from what was previously included so that the percentage stays under 5%.

JUSTIN YORK, TRUSTEE

Mr. York stated that all future information technology discussions will happen at the Administration Committee. He then added that anything involving security will occur in Executive Session. Attorney Szeto clarified that the Village Board can go into Executive Session for sensitive information but any potential contracts and/or costs would have to occur in an open meeting.
