Here are the minutes provided by the committee:

Mayor Peterson called the meeting to order at 7:00 pm.

Present: Mayor Peterson, Mr. Baumgartner, Mrs. Honkamp, Ms. May, Mr. York and Atty. Szeto Absent: Mr. Danielson and Mr. Seever

Staff present: Chief Hollinger

APPROVAL OF MINUTES

Motion by Mr. York, second by Mr. Baumgartner, to waive the reading of the December 6, 2022 Village Board meeting minutes. All ayes. Motion approved 4-0.

Motion by Mr. York, second by Ms. Honkamp, to approve the December 6, 2022 Village Board meeting minutes. All ayes. Motion approved 4-0.

AMENDMENTS TO THE AGENDA

None.

PUBLIC COMMENT

None.

MAYOR PETERSON

Mayor Peterson thanked Judi Crane Truman and Rockton Remembers for their $250 donation to the preservation of historical Village documents from the 1830s and on.

The Northwest Illinois Alliance of Realtors presented a check for $4,500 to Mayor Peterson for the Village’s work towards completing a pocket park near the historic well house on South Prairie Street in downtown Rockton.

ZONING

None.

PUBLIC SAFETY AND LEGAL – MR. YORK

Mr. York shared the Rockton Police Department activity summary from December 1st – 15th with the Village Board.

Rockton Fire Chief Kirk Wilson gave a brief update of fire department activities.

Motion by Mr. York to approve Resolution 2022-129: A Resolution of the Village of Rockton, Illinois to Approve and Authorize the Village President to Execute a Letter of Agreement Between the Village and Fraternal Order of Police Labor Council Regarding Amendments to the Wage Step Included in the Collective Bargaining Agreement, second by Ms. May. Roll call. All ayes. Motion approved 4-0.

Motion by Mr. York to approve the liquor license for Pokie’s, second by Ms. Honkamp. Roll call. All ayes. Motion approved 4-0.

ADMINISTRATION – MR. BAUMGARTNER

None.

BUDGET & WATER, SEWER, AND GARBAGE – MS. MAY

Motion by Ms. May to approve Ordinance 2022-31: An Ordinance for the Levy and Assessment of Taxes for the Fiscal Year Beginning June 1, 2023 and Ending May 31, 2024, second by Mr. Baumgartner. Roll call. All ayes. Motion approved 4-0.

Motion by Ms. May to approve Ordinance 2022-32: An Ordinance Amending Title V (Public Works) of the Code of Ordinances of the Village of Rockton, Illinois Regarding Sewer and Water Utility Billing Procedures, second by Mr. Baumgartner. Roll Call. All ayes. Motion approved 4-0.

COMMUNITY DEVELOPMENT – MR. DANIELSON

Motion by Mr. Baumgartner to approve a contribution of $25,000 to the Stateline Mass Transit District, second by Ms. Honkamp. Roll call. All ayes. Motion approved 4-0.

BUILDINGS AND PARKS – MRS. HONKAMP

None.

STREETS AND WALKS – MR. SEEVER

None.

EXECUTIVE SESSION

Motion by Mr. York to go into Executive Session pursuant to 5 ILCS 120/2(c)(1) to Discuss the Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees and 5 ILCS 120/2(c)(3) to Discuss the Filling of a Vacancy in Public Office, second by Mr. Baumgartner, at 7:13 pm.

Mayor Peterson called the Village Board meeting back into session at 7:37 pm and asked for a roll call. Present were Mayor Peterson, Mr. York, Ms. Honkamp, Ms. May and Mr. Baumgartner. Absent: Mr. Danielson and Mr. Seever.

ACTION ON ITEMS ARISING OUT OF EXECUTIVE SESSION

None.

PAYMENT OF BILLS

Motion by Mr. York, second by Mr. Baumgartner, to pay bills in the amount of $124,882.46. Roll call. All ayes. Motion approved 4-0.

Hearing no further business, motion by Mr. York, second by Ms. Honkamp, to adjourn at 7:38 pm. All ayes. Motion approved 4-0.
