Mayor McNamara called the meeting to order at 5:37 p.m.

The invocation was given by Chaplain Roy Whitmore and the Pledge of Allegiance was led by Mayor McNamara.

IV. PUBLIC SPEAKERS

1. Flossie Hoarde gave honor to Dr. Martin Luther King, Jr. and recognized his birthday. She then expressed her feelings and talked about the desperate need for development on the west side of Rockford.

2. Prophet Yusef recited scripture and spoke about the 17 causes of criminal behavior.

3. John Tac Brantley shared ways he was helping at-risk youth in this community.

4. Lewis Hardin voiced his concerns and disappointment regarding the length of time it took the Rockford Police Department to release information about the suspect involved in the robbery and shooting at Pinnon's Foods.

5. Rev. Earl Dotson, Sr. recited scripture and spoke about transforming the west side of Rockford by bringing advanced manufacturing jobs to that area.

V. NEW COMMITTEE REPORTS

A. Planning and Development Committee

1. 2023-9-CR - Committee recommends approval of the 2023 Annual Action Plan. The Legal Director shall prepare the appropriate ordinance.

Alderman Meeks, on behalf of the Planning and Development Committee, read in the committee report and placed it up for passage.

RESULT: ADOPTED [UNANIMOUS]

2. 2023-10-CR - Committee recommends approval of an Amendment to the 2020-2024 Consolidated Plan Goals. The Legal Director shall prepare the appropriate ordinance.

VI. OFFICERS REPORTS

A. Alderman Rose

Alderman Rose extended his deepest condolences to the family of Peggy Anderson. He expressed his sadness regarding the tragic incident that took place at Pinnon's Foods. He shared that Pinnon's has been a stable in that neighborhood and in this community for a long time. Alderman Rose mentioned a GoFundMe page had been created for Peggy's family and a link was available on the Pinnon's Facebook page. He encouraged the community to make a donation and to support the Anderson family and Pinnon's during this extremely difficult time.

B. Alderman Torina

Alderman Torina shared the Alpha Phi Alpha Fraternity holds an Annual Martin Luther King Scholarship Breakfast and she congratulated her nephew for being selected as one of the scholarship recipients. She mentioned her nephew also gave a speech during the Martin Luther King, Jr. Celebration that was hosted by Mayor McNamara and the Rockford Public Library.

VII. APPOINTMENTS LAID OVER

1. Appointment of Jonathan Reidy to the Rockford Board of Fire and Police Commissioners to replace Don Schreiner. The term will expire January 2025.

Mayor McNamara read in the re-appointment and placed it up for passage.

*This vote was taken in error due to an incorrect ZBA/LTAB Board member being placed up for re-appointment. Therefore, the vote was null and void. City Council approved the correct ZBA/LTAB Board member, Jennifer Smith, on January 23, 2023. Jennifer Spencer will continue to serve until the expiration of her current term.

RESULT: APPROVED [UNANIMOUS]
