Village of Rockton Public Works Committee met Feb. 20.

Here are the minutes provided by the committee:

Chairman Seever called the regular meeting of the Public Works Committee to order at 6:30 pm. Members present: Mayor Peterson, Dan Barber, Kevin Bunge, Arianne Honkamp, Tyler Seever and Don Self

Staff present: Adam Bunge

Also present: Angela Ketelsen & Dave Winters

Absent: Jodi May

Motion by Mrs. Honkamp, second by Mr. Seever, to waive the reading of and approve the minutes of January 16, 2023. All ayes. Motion approved 2-0.

Motion by Mrs. Honkamp, second by Mr. Seever, to waive the reading of and approve the minutes of February 6, 2023. All ayes. Motion approved 2-0.

PUBLIC COMMENT

None.

VILLAGE ENGINEER – KEVIN BUNGE

Village Engineers Kevin Bunge and Adam Bunge gave their report. A copy of the engineering status report is on file with the Village Clerk’s office.

MAYOR – JOHN PETERSON

Mayor Peterson discussed leaf burning in the Village with the Committee asked for their opinion in regards to this. Mayor Peterson said that April is coming up and that the Village currently allows residents to burn in April, October and November. Mr. Seever said that the Village does provide lawn refuse pickup with their services, but that he is fine either way. Mrs. Honkamp stated that she was more on the side for allowing residents to burn leaves in the Village. Mayor Peterson said that it may be hard to enforce not burning leaves because the township allows it and many of the streets in the Village butt up to the township. Mayor Peterson said that he will talk to the other trustees, but that he doesn’t have an opinion either way on this topic.

Mayor Peterson advised the Committee that there was a lot of discussion at the Administration Committee meeting in reference to the Goldie Floberg building and acquiring the property. Mayor Peterson said that the Village will have many items to go through in the building to determine whether it can be used, auctioned off or thrown away.

STREETS AND WALKS – TYLER SEEVER

Mr. Seever stated that Resolution 2023-103: Center and Chapel Streets Reconstruction in the amount of $390,000 is up for approval at the Village Board meeting on February 21, 2023. Mr. Bunge stated that the $390,000 is coming out of the Rebuild Illinois funds. The Committee was okay with this.

WATER, SEWER, & GARBAGE – JODI MAY

Motion by Mr. Seever to approve the purchase requisition for Sub-Surface Solutions for a geode in the amount of $3,394.79, second by Mrs. Honkamp. Roll call. All ayes. Motion approved 2-0.

Mr. Seever stated that the purchase requisition for Jack’s Tire Sales & Service for new tires and rims for the Volvo L90F loader in the amount of $15,344.80 is up for approval at the Village Board meeting on February 21, 2023. The Committee was okay with this.

Mr. Seever discussed the water and sewer rates with the Committee. Mayor Peterson stated that Mr. Barber presented Option #7 that would cover operations and repairs which are included in the 10-year plan. Mayor Peterson added that these rates would keep the Village competitive as far as what other municipalities are currently charging. Mayor Peterson stated that there was also discussion about making changes to the base and usage rate for commercial accounts in the Village.

BUILDINGS AND PARKS – ARIANNE HONKAMP

Mayor Peterson commented that he was contacted by Tricia Davey in reference to installing a cement slab for a skate park at the athletic complex.

PUBLIC WORKS – DAN BARBER

Mr. Barber advised the Committee that he will be in Springfield, Illinois for training the week of March 20th along with Jake Costello and Charles Williams. Mr. Barber added that Mr. Costello is currently attending a water training seminar for the Village.

Mr. Barber stated that he received a complaint from a resident after the most recent snowfall. Mr. Barber said that the resident was very disrespectful to one of his Public Works employees and that everything was properly documented. Mr. Barber said that he wanted the Committee to be aware of the incident. Mr. Barber added that he advised the resident that he would meet with him if he wished to do so, but Mr. Barber hasn’t heard anything further from the resident at this time.

PARKS & RECREATION DIRECTOR – DON SELF

Mr. Self discussed the 2023 proposed pool rates with the Committee. Mr. Seever stated that he thought the proposed rates were reasonable since the cost of everything has gone up. Mayor Peterson commented that that he would like to review Mr. Self’s budget using these rates.

ANY OTHER BUSINESS ALLOWED BY LAW

None.

Motion by Mrs. Honkamp, second by Mr. Seever to adjourn at 7:03 pm.
