City of Loves Park City Council met Feb. 27.

Here are the minutes provided by the council:

Mayor Gregory Jury called the meeting to order at 6:00 p.m.

Father Aaron Downing of St. Bridget’s Catholic Church opened the meeting with an invocation, followed by the Pledge of Allegiance.

Present: Mayor Gregory Jury, Aldermen John Pruitt, Mark Peterson, A. Marie Holmes, Robert Schlensker, Doug Allton, Mike Owens, John Jacobson, Dan Jacobson

Absent: Aldermen Jim Thompson, Jim Puckett

Also Present: City Clerk Bob Burden

1. Approve Minutes 02/20/23

The Journal of Proceedings for the regular meeting of February 20, 2023, was approved as submitted by the city clerk on a motion by Alderman Schlensker. Second by Alderman Allton. Motion carried. 8 Ayes (Aldermen Pruitt, Peterson, Holmes, Schlensker, Allton, Owens, John Jacobson, Dan Jacobson) 2 Absent (Aldermen Thompson, Puckett)

2. Storm Debris To Be Picked Up By Street Dept.

Mayor Jury announced that the Street Department will pick up storm debris from the recent ice storm thru next week and he asked that residents place any storm debris at the curb and call the city to be placed on a list to be picked up.

3. Happy Birthday

Mayor Jury wished Police Chief Mike McCammond a happy birthday.

4. General Fund Bills

Alderman John Jacobson presented the General Fund and all other bills dated February 20, 2023, in the amount of $238,773.63, and moved that they be paid. Second by Alderman Peterson. Motion carried. 8 Ayes (Aldermen Pruitt, Peterson, Holmes, Schlensker, Allton, Owens, John Jacobson, Dan Jacobson) 2 Absent (Aldermen Puckett)

5. Water Department Bills

Alderman John Jacobson presented the Water Department bills dated February 13, 2023, in the amount of $69,919.67, and moved that they be paid. Second by Alderman Peterson. Motion carried. 9 Ayes (Aldermen Dan Jacobson, Pruitt, Thompson, Peterson, Holmes, Schlensker, Allton, Owens, John Jacobson) 1 Absent (Alderman Puckett)

6. Public Safety Report

Alderman Allton presented the Police Department Report for February 27, 2023; presented the Fire Department Report for February 27, 2023, to be placed on file.

7. Public Works Report

Alderman Schlensker presented the Street Department Report dated February 27, 2023; presented the Water Department Report dated February 27, 2023, to be placed on file.

8. Finance & Administrative Committee

Alderman John Jacobson presented the General Fund and all other bills dated February 27, 2023, in the amount of $313,403.50, for consideration at next week’s council meeting; presented the minutes from the committee meeting held February 20, 2023, to be placed on file.

9. Public Works Committee

Alderman Schlensker presented the Water Department bills dated February 20, 2023, in the amount of $54,264.40, for consideration at next week’s council meeting; presented the minutes from the committee meeting held February 20, 2023, to be placed on file.

10. Additional Rebuild Illinois Funds Appropriated

Alderman John Jacobson presented the following resolution and moved for its adoption: RESOLVED, that by the adoption of this Resolution, that additional Rebuild Illinois Funds in the amount of fifteen thousand four hundred ten dollars and thirty-five cents ($15,510.35) are hereby appropriated for the purpose of Phase 2 of the River Lane Reconstruction Project. These funds were originally appropriated for Phase I but the actual costs were less than appropriated for that Phase. Funds are hereby appropriated and shall be drawn from Account No. 05-00-5135 (Rebuild IL – River Lane Reconstruction). Second by Alderman Peterson. Motion carried. 8 Ayes (Aldermen Pruitt, Peterson, Holmes, Schlensker, Allton, Owens, John Jacobson, Dan Jacobson) 2 Absent (Aldermen Thompson, Puckett)

RESOLUTION NO. 23-020

11. Street Department To Hire ArcDesign For Phase 2 Design For North 2nd Streetscape

Alderman Schlensker presented the following resolution and moved for its adoption: RESOLVED, that by the adoption of this Resolution, the Street Department Manager is authorized to hire ArcDesign Resources, 5291 Zenith Parkway, Loves Park, IL 61111 for engineering services for Phase 2 Design for North 2nd Streetscape at a cost not to exceed three hundred fourteen thousand dollars ($314,000.00). The scope of work is defined in the attached “Agreement for Services”. Funds shall be taken from Account No. 01-11-8047 (Engineering Future Projects). Second by Alderman John Jacobson. Motion carried. 8 Ayes (Aldermen Pruitt, Peterson, Holmes, Schlensker, Allton, Owens, John Jacobson, Dan Jacobson) 2 Absent (Aldermen Thompson, Puckett)

RESOLUTION NO. 23-021

12. Class B Liquor License To House Of Bottles

Alderman Owens presented for first reading an ordinance approving the Issuance of a Class B Liquor License to P.B.X.1, LLC. D.b.a House of Bottles, and moved to waive the reading of the ordinance as all aldermen have been provided copies. Second by Alderman Schlensker. Motion carried. 8 Ayes (Aldermen Pruitt, Peterson, Holmes, Schlensker, Allton, Owens, John Jacobson, Dan Jacobson) 2 Absent (Aldermen Thompson, Puckett) Laid over

13. Class R-4 Liquor License For Northside Collectibles

Alderman Owens presented for first reading an ordinance approving the Issuance of a Class R-4 Liquor License to Northside Collectibles, Inc. and moved to waive the reading of the ordinance as all aldermen have been provided copies. Second by Alderman Schlensker. Motion carried. 8 Ayes (Aldermen Pruitt, Peterson, Holmes, Schlensker, Allton, Owens, John Jacobson, Dan Jacobson) 2 Absent (Aldermen Thompson, Puckett) Laid over

14. Adjourn

Alderman John Jacobson moved that the meeting be adjourned. Second by Alderman Schlensker. Motion carried by voice vote. The meeting was adjourned at 6:10 p.m.
