B. 2023-45-CR - Committee recommends approval to renew the Intergovernmental Agreement for the Crisis Co-Response Team Program between the City of Rockford, City of Loves Park, County of Winnebago and Rosecrance. The Legal Director shall prepare the appropriate ordinance.

Ald. Logemann asked if there was any data on the Rosecrance calls for service. Chief Redd stated they had done 1,600 follow-ups.

The contract duration is one (1) year. The funding source is Illinois Environmental Protection Agency (IEPA) State Revolving Loan Fund.

D. 2023-46-R - Committee recommends approval of the Change Order: Salt Storage Structure to ClearSpan Building Structures, of South Windsor, Connecticut.

Original amount: $310,000.00

Change order: $ 86,532.00

Amended amount: $396,532.00

Recently, as staff have advanced the project forward, it was identified that a quote from 2021 was brought forward for Council approval. Due to the current market pricing of materials and construction labor rates, the amended contract amount listed above is required to move forward. Once approved, fabrication of the structure would begin immediately with the project completion in 2023. The funding source is American Rescue Plan Act (ARPA) Funds.

Ald. Tuneberg requested a breakdown of the increase in materials and labor costs. Mr. Baillargeon stated he would provide that information to the aldermen.

E. 2023-47-R - Committee recommends approval of the Award of Joint Purchasing Contract: Millennium Fountain Splashpad Equipment to Vortex Aquatic Structures, of Dover, Delaware in the amount of $107,306.00. The project is expected to be completed in 2023. The funding source is DCEO Grant Funds (40%) and Redevelopment Funds (60%).

Ald. Beach asked if the expense was a one-time cost. Director Saunders stated that the money was available in the redevelopment fund. Ald. Prunty requested the location of the Millennium Fountain. Director Saunders responded it was located on Water Street. Ald. Tuneberg stated that with the current structure, the water just circulates. Director Saunders stated that the fountain was designed for esthetics, the new Splashpad would allow the kids to wade and play in, with a high efficiency water to waste feature.

F. 2023-48-R - Committee recommends approval of the Award of Non-Competitive Contract: Head Start Minivans to Anderson Dodge, Chrysler, Jeep, Ram, of Rockford, Illinois in the amount of $175,652.04. The purchase includes four (4) Chrysler Pacifica vans. The funding source is Head Start/Early Head Start Grant.

G. 2023-49-R - Committee recommends approval and acceptance of the amended Illinois Department of Human Services (IDHS) Homeless Prevention Grant Award. The grant amendment will provide funds for approved client's landlord, electric and/or heating bills, client's budget education, staff training, payroll, and administration. This amendment is adding additional funds in the amount of $80,000.00. The grant term is from July 1, 2022 to June 30, 2023.

H. 2023-50-R - Committee recommends approval and acceptance of the amended Illinois Association of Community Action Agencies (IACAA) DHS Employment Barrier Reduction Pilot Grant Award. The additional grant award will provide funds for SNAP/TANF/Medicaid recipients for supportive services expenses, including but not limited to expenses for homelessness prevention, utilities, transportation/gas, uniforms, tools/equipment and similarly purposed expenses as designated by IACAA. The amendment is for additional funds in the amount of $33,750.00.
