City of Loves Park City Council met March 13.

Here are the minutes provided by the council:

Mayor Gregory Jury called the meeting to order at 6:00 p.m.

Reverend Bobby Sheets of Riverside Community Church opened the meeting with an invocation, followed by the Pledge of Allegiance.

Present: Mayor Gregory Jury, Aldermen Mark Peterson (via telephone), A. Marie Holmes, Robert Schlensker, Doug Allton, Mike Owens, John Jacobson, Jim Puckett, Dan Jacobson, John Pruitt, Jim Thompson

Also Present: City Clerk Bob Burden

1. Approve Minutes 03/06/23

The Journal of Proceedings for the regular meeting of March 6, 2023, was approved as submitted by the city clerk on a motion by Alderman Schlensker. Second by Alderman Allton. Motion carried. 10 Ayes (Aldermen Peterson, Holmes, Schlensker, Allton, Owens, John Jacobson, Puckett, Dan Jacobson, Pruitt, Thompson)

2. Commerce Commission Hearing

Received a notice from the Illinois Commerce Commission of hearings regarding Commonwealth Edison Company, to be held by Webex on March 21, and March 30, 2023.

3. Committee Of The Whole

Clerk Burden presented the minutes of the Committee of the Whole meeting held on March 6, 2023.

4. Minutes Approved

Alderman John Jacobson moved to approve the minutes of the Committee of the Whole meeting held on March 6, 2023. Second by Alderman Schlensker. Motion carried by voice vote.

5. Happy Birthday

Mayor Jury wished Clerk Bob Burden a happy birthday.

6. General Fund Bills

Alderman John Jacobson presented the General Fund and all other bills dated March 6, 2023 in the amount of $234,802.44, and moved that they be paid. Second by Alderman Allton. Motion carried. 10 Ayes (Aldermen Peterson, Holmes, Schlensker, Allton, Owens, John Jacobson, Puckett, Dan Jacobson, Pruitt, Thompson)

7. Water Department Bills

Alderman John Jacobson presented the Water Department bills dated March 6, 2023, in the amount of $354,835.89, and moved that they be paid. Second by Alderman Allton. Motion carried. 10 Ayes (Aldermen Peterson, Holmes, Schlensker, Allton, Owens, John Jacobson, Puckett, Dan Jacobson, Pruitt, Thompson)

8. Public Safety Report

Alderman Allton presented the Police Department Report for March 13, 2023; presented the Fire Department Report for March 13, 2023, to be placed on file.

9. Public Works Report

Alderman Schlensker presented the Street Department Report dated March 13, 2023; presented the Water Department Report dated March 13, 2023, to be placed on file.

10. Finance & Administrative Committee

Alderman John Jacobson presented the General Fund and all other bills dated March 13, 2023, in the amount of $484,683.54, for consideration at next week’s council meeting; presented the minutes from the committee meeting held March 6, 2023, to be placed on file.

11. Public Works Committee

Alderman Schlensker presented the Water Department bills dated March 13, 2023, in the amount of $218,900.49, for consideration at next week’s council meeting; presented the minutes from the committee meeting held February 27, 2023, to be placed on file.

12. Stenstrom Excavation/Paving Repairs/Maple Avenue Reconstruction

Alderman Schlensker presented the following resolution and moved for its adoption: RESOLVED, that by the adoption of this Resolution, sealed bids having been received and opened for the Maple Avenue Reconstruction, Stenstrom Excavation and Blacktop Group, 2422 Center Street, Rockford, IL 61108, is hereby awarded a contract to perform paving repairs on Maple Avenue as per their low bid. The total cost for repairs shall not exceed one million one hundred seventy-nine thousand, seven hundred fifteen dollars and fifty-seven cents ($1,179,715.57). Second by Alderman John Jacobson. Motion carried. 10 Ayes (Aldermen Peterson, Holmes, Schlensker, Allton, Owens, John Jacobson, Puckett, Dan Jacobson, Pruitt, Thompson)

RESOLUTION NO. 23-023

13. ORD 4526-23 ZMA Amendment For Squaw Valley Drive

Alderman Pruitt presented for second reading an ordinance providing for a Zoning Map Amendment for Squaw Valley Drive and moved for passage of the ordinance. Second by Alderman Owens. 10 Ayes (Aldermen Peterson, Holmes, Schlensker, Allton, Owens, John Jacobson, Puckett, Dan Jacobson, Pruitt, Thompson)

ORDINANCE NO. 4526-23

14. ORD 4527-23 SUP For 4003 McFarland Road

Alderman Pruitt presented for second reading an ordinance providing for a Special Use Permit for the property known as 4003 N. McFarland Road, and moved for passage of the ordinance. Second by Alderman Owens. 10 Ayes (Aldermen Peterson, Holmes, Schlensker, Allton, Owens, John Jacobson, Puckett, Dan Jacobson, Pruitt, Thompson) ORDINANCE NO. 4527-23

15. Public Comment

Victoria Wright spoke about previous water billing in Forest Hills Village and stated that now the billings fluctuate and continue to increase. She outlined other costs and thanked Mayor Jury.

Carm De Stefano spoke about the lease agreement with Forest Hills Village, and she wants individual meters to be paid for at cost and she added that Kingsley is violating city codes.

Mayor Jury stated that Ms. De Stefano was over the 3 minutes allowed for comment and she had 30 seconds to finish. She asked for an additional 1 ½ minutes to complete her comments.

Alderman Owens moved to allow Ms. De Stefano an additional 2 minutes to speak. Second by Alderman Allton. Motion carried by voice vote.

Carm De Stefano finished her comments.

16. Adjourn

Alderman John Jacobson moved that the meeting be adjourned. Second by Alderman Schlensker. Motion carried by voice vote. The meeting was adjourned at 6:23 p.m.
