Mayor Gregory Jury called the meeting to order at 6:00 p.m.
Alderman Robert Schlensker opened the meeting with an invocation, followed by the Pledge of Allegiance.

The Journal of Proceedings for the regular meeting of March 13, 2023, was approved as submitted by the city clerk on a motion by Alderman Schlensker. Second by Alderman Allton. Received a thank you note from Lisa Entrikin of the Rock River Valley Blood Center, thanking the City of Loves Park for its donation to go towards a new bloodmobile. Placed on file.
Alderman Pruitt presented the General Fund and all other bills dated March 13, 2023 in the amount of $484,683.54, and moved that they be paid. Second by Alderman Puckett. Alderman Allton presented the Police Department Report for March 20, 2023; presented the Fire Department Report for March 20, 2023, to be placed on file.
Alderman Schlensker presented the Street Department Report dated March 20, 2023; presented the Water Department Report dated March 20, 2023, to be placed on file.
Alderman Peterson presented the General Fund and all other bills dated March 20, 2023, in the amount of $168,935.59, for consideration at next week’s council meeting; presented the minutes from the committee meeting held March 13, 2023, to be placed on file.
Alderman Schlensker presented the Water Department bills dated March 20, 2023, in the amount of $35,409.38, for consideration at next week’s council meeting.
Alderman Thompson of the Codes and Regulations Committee announced that a committee meeting will be held on Monday, March 27, 2023 at 5:30 p.m.
Alderman Pruitt of the Community Development Committee announced that a committee meeting will be held on Monday, March 27, 2023 at 6:15 p.m.
Alderman Pruitt presented the following resolution and moved for its adoption: RESOLVED, that by the adoption of this Resolution, the Director of Community Development is authorized to hire IPC Communications, Inc., 1521 Windsor Road, Loves Park, IL 61111, to provide upgrades to the telephone system in all city buildings, at a cost not to exceed twenty-six thousand, three hundred and thirty-seven dollars and forty-two cents ($26,337.42). Funds shall be drawn from Account No. 01-01-6220 (New Equipment). Second by Alderman Owens. RESOLUTION NO. 23-024
Alderman Pruitt presented the following resolution and moved for its adoption: RESOLVED, that by the adoption of this Resolution, the Street Department Manager is hereby authorized to hire temporary seasonal employees within the Department of Public Works. Employment shall not exceed eight (8) employees and shall be for a period of May 1, 2023 through April 30, 2024. A wage rate of $13.00 to $17.00 per hour, depending upon experience, shall be drawn from Street Department Account No. 01-11-8012. Second by Alderman Owens. RESOLUTION NO. 23-025
Alderman Pruitt presented the following resolution and moved for its adoption: RESOLVED, that by the adoption of this Resolution authorizing the Mayor to execute a renewal of the Intergovernmental Agreement between the City of Loves Park, the City of Rockford, Winnebago County, and Rosecrance, Inc. for the formation of a Crisis Co Responder Team. WHEREAS, the City of Rockford (“Rockford”), is the grant recipient of a Winnebago County Community Mental Health Board grant for the formation of Crisis Co-Responder Teams (CCRTs) pairing police officers with mental health professionals to respond to certain calls for service involving individuals experiencing mental health issues and facilitating referral of such individuals for services with appropriate providers; WHEREAS, the grant included funds for the participation of sub recipients the City of Loves Park (“City”), Winnebago County (“County”), and Rosecrance, Inc. (“Rosecrance”); and WHEREAS, the City of Loves Park Police Department will receive funding through the grant for an officer to participate in the CCRT; and WHEREAS, an Intergovernmental Agreement (“Agreement”), was negotiated in order to form the structure for the City and Rockford, the County and Rosecrance to participate in the grant program which was approved by the City in July of 2021; and WHEREAS, the City has been participating in this program and is very satisfied with the positive results that it is achieving and wishes to continue by renewing its involvement; and WHEREAS, the City now desires to approve renewal of the Agreement effective as of June of 2022 and to authorize the Mayor to execute the new Agreement and the City Clerk to attest the same. NOW THEREFORE, BE IT RESOLVED by the Mayor and the City Council of the City of Loves Park, Winnebago and Boone Counties, Illinois, that:
1. The foregoing recitals are incorporated herein and made a part hereof.
2. By the adoption of this Resolution, the City Council approves the City of Loves Park entering into the attached Agreement, or one in substantially similar form, and authorizes the Mayor to execute the same.
3. This Resolution will be in full force and effect from and after its passage, approval, and publication in pamphlet form in the manner provided by law.
