Village of Rockton Administration Committee met April 3.

Here are the minutes provided by the committee:

Mr. Baumgartner called the regular meeting of the Administration Committee to order at 5:30 pm. Members present: Mayor Peterson, Dan Baumgartner and Justin York

Staff present: Dan Barber, Tricia Diduch, Jeff Garcea and Chief Hollinger

Also present: Angela Ketelsen, Nicole Roggenbuck, Jamin Unger and Dave Winters Absent: Scott Danielson

Motion by Mr. York, second by Mr. Baumgartner, to waive the reading of and approve the minutes of March 20, 2023. All ayes. Motion approved 2-0.

PUBLIC COMMENT

None.

MAYOR – JOHN PETERSON

Mayor Peterson wished everyone good luck with the upcoming election on Tuesday.

Mayor Peterson spoke to the Committee in reference to audio/visual equipment for the Village Hall. Mayor Peterson said that he doesn’t want to commit to anything right now until they have a handle on the budget. The Village Clerk commented that monitors in the conference room and board room would be helpful for presentations and groups (such as condo associations) that use Village Hall as a meeting place.

COMMUNITY DEVELOPMENT – SCOTT DANIELSON, CHAIRMAN

Mr. Baumgartner stated that Resolution 2023-104: A Resolution of the Village of Rockton, Illinois Authorizing the Village to Enter Into a Redevelopment Agreement with 114 W. Main St., Ye Olde Pub is up for approval at the Village Board meeting on April 4, 2023. Ms. Diduch stated that Ye Olde Pub is repairing their sanitary service and that this redevelopment agreement is similar to the agreements that the Village has with Fibs and Rockton Garden Works. The Committee was okay with this.

PUBLIC SAFETY & LEGAL – JUSTIN YORK

Mr. York discussed information technology (IT) governance for the Village with the Committee. Mr. York reiterated that the Village needs to roadmap and have a vision for the Village in regards to this. Mr. York added that IT will have its own line items in the budget. Mr. York said that the Village has made a lot of progress with Garcea, but he feels the Village needs to have a meeting about future plans for IT that include the Goldie Floberg building. Mr. York said that he would like to meet with department heads to see what their needs are and then have a conversation with Garcea. Mr. York advised that we won’t have everything ready (as far as numbers go) for the budget. Jeff Garcea stated that he has a list of IT items that need to get addressed for the Village. Mr. York advised that an executive session will need to be scheduled sometime in May in order to discuss IT security issues further.

ADMINISTRATION – DAN BAUMGARTNER

Motion by Mr. Baumgartner to approve the purchase requisition for Integra Business Systems for a Kyocera TASKalfa 5054ci color copier for the police department in the amount of $7,995, second by Mr. York. Chief Hollinger stated that the term of the lease for the current copier is expired and that the new copier has color capability. Chief Hollinger said that Village administration currently has the same copier through Integra Business Systems and have been very happy with it. Roll call. All ayes. Motion approved 2-0.

THE CHIEF– MATT HOLLINGER

Chief Hollinger discussed the camera system and door access panels at Village Hall with the Committee. Chief Hollinger stated that both are very outdated and that the Village needs to update them right away. Chief Hollinger stated that he is currently the only person that has access to the system to make any changes or program the doors. Mr. Garcea said that he and Chief Hollinger spoke to three different vendors in regards to a camera system that is cloud-based and that they were impressed with what Verkada had to offer over

Per Mar and M. Spinello. Mr. Garcea stated that the police department would like to add cameras and that the system that Verkada offers would allow for this and that the cameras are very good quality. Mr. Garcea added that the door access system would be cloud-based as well. Mr. Garcea advised that this would give the Village flexability to easily move things around. Chief Hollinger stated that this would cost approximately $37,000-$38,000 ($800/month) and that the Village can add more to it later if they wish to do so. Mayor Peterson said that this would be budgeted for in next year’s budget.

PLANNING & DEVELOPMENT ADMINISTRATOR – TRICIA DIDUCH

Ms. Diduch stated that she could still use more help for the Easter egg hunt on Saturday from 9-10:30 am. Ms. Diduch advised the Committee that she would have a monthly activity report ready at the next meeting.

Motion by Mr. York, second by Mr. Baumgartner to adjourn at 6:06 pm.
