City of Carlyle City Council met April 24

City of Carlyle City Council met April 24.

Here are the minutes provided by the council:

The Carlyle City Council was called to order by Mayor Judy Smith, at 7:00 p.m. at the Case Halstead Library, 550 6th Street, Carlyle, IL.

The meeting opened with the Pledge of Allegiance.

Aldermen present were Tammy Peters, Jim McClaren, Scott Diekemper, Don Perez, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes.

City employees present were Sergeant Andy Brethorst, City Administrator Brad Myers, and City Clerk Rita Jurgensmeyer.

Others present were Doug Ratermann, Kelly Ross, and Rebecca Sponsoler.

Alderman Jeff Taylor made a motion to approve the minutes from April 10, 2023. Alderman Mike Jansen seconded the motion, and it was unanimously approved by roll call vote. Aye: Tammy Peters, Jim McClaren, Scott Diekemper, Don Perez, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes. Nay: none.

Mayor Judy Smith reminded everyone that May 5th and 6th are the city-wide yard sales, and the following week is clean up week. There will be an extra dumpster at the Street and Alley shed. It will be open Wednesday, Thursday, and Friday from 7:00 a.m. – 5:00 p.m. and Saturday from 8:00 a.m. – noon.

Mayor Smith also reported that there will be a grand opening at Oh So Sweet Bakery on April 29, 2023. There will be food and a ribbon cutting.

City Administrator Brad Myers reported that he attended the DARE golf tournament. Sergeant Andy Brethorst said that he talked to Officer Taylor, and they raised $13,000.00 for the DARE program. Sergeant Brethorst then thanked everyone that attended and sponsored the tournament.

Mayor Judy Smith then read the Municipal Clerks’ Week Proclamation.

City Administrator Brad Myers said that the next item on the agenda, supplemental line-item ordinance, would not be approved tonight due to expenses not taken into account.

Alderman John Hodapp made a motion to table the supplemental line-item ordinance. Alderman Don Perez seconded the motion, and it was unanimously approved by roll call vote. Aye: Jim McClaren, Scott Diekemper, Don Perez, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, and Tammy Peters. Nay: none.

City Administrator Brad Myers presented the Visu-Sewer quote. He explained that this will finish the sewer lining project. It will start where it was left off on Ridge and 10th Street. It will run all the way up to Jefferson and 14th Street. The quote was approved and sent to the council from the Water and Sewer Committee and the Finance Committee. The quote is in the amount of $187,926.00.

Alderman Jeff Taylor made a motion to approve the quote from Visu-Sewer in the amount of $187,926.00. Alderman Scott Diekemper seconded the motion, and it was unanimously approved by roll call vote. Aye: Scott Diekemper, Don Perez, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, and Jim McClaren. Nay: none.

City Administrator Brad Myers presented the next item on the agenda, Lake Vista drain project. He said this was discussed at the Street and Alley Committee meeting and the Finance Committee. This project would include installing a drain across the entire Lake Vista Drive extending up to the first driveway on Lake Vista. This needs to be done to alleviate the runoff that comes down before they can do any other construction.

The Street and Alley Committee, along with the Finance Committee, approved accepting the bid from KRB Excavating in the amount of $91,944.00 and taking it to the council.

Alderman Jeff Taylor made a motion to approve the bid from KRB Excavating in the amount of $91,944.00. Alderman Tammy Peters seconded the motion, and it was unanimously approved by roll call vote. Aye: Don Perez, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, and Scott Diekemper. Nay: none.

City Administrator Brad Myers explained that the next agenda item, tree removal, received two bids. There are 11 dead trees in the park. One bid was from Wessel Tree and the other from Rensing Paint and Tree Service. This was reviewed by the Finance committee, and it approved sending to council the bid from Rensing Paint and Tree Service in the amount of $10,375.00.

Alderman Jeff Taylor made a motion to approve the bid from Rensing Paint and Tree Service in the amount of $10,375.00. Alderman Tammy Peters seconded the motion, and it was unanimously approved by roll call vote. Aye: Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, and Don Perez. Abstaining Alderman John Hodapp. Nay: none.

City Administrator Brad Myers presented the next agenda item, summer hours. This would change the hours worked from 7:00 a.m. – 3:30 p.m. to 6:00 a.m. – 2:30 p.m.

Alderman John Hodapp asked what date it would start and end. City Administrator Brad Myers said the first week of June through the first week of September. Alderman John Hodapp said this has been going on for at least 25 years.

Alderman John Hodapp made a motion to approve changing summer hours from 7:00 a.m. – 3:30 p.m. to 6:00 a.m. – 2:30 p.m., starting the first week of June and ending the first week of September. Alderman Jeff Taylor seconded the motion, and it was unanimously approved by roll call vote. Aye: Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, Don Perez, and John Hodapp. Nay: none.

City Administrator Brad Myers presented the Clearwave Right of Way Agreement. He said that this has been a work in progress for quite some time. He said the first time they came through here was about the time they started in Breese and the council heard all the issues Breese was having.  Clearwave was told they wouldn’t be allowed in Carlyle without a right of way agreement. City Administrator Brad Myers, along with City Attorney Joe Heiligenstein, came up with an agreement for the council to review and approve at a later council meeting. City Administrator Brad Myers and Mayor Judy Smith told of some advantages to have Clearwave fiber. Clearwave said they would run it to all city owned departments.

Mayor Judy Smith said that she received a thank you note from the United Church of Christ. They allowed the city to park equipment and store rock and pipe in their parking lot while they were working on the Livingston Street project. The leftover rock that was there was spread out on their parking lot as a thank you for allowing the city to go use the parking lot.

Mayor Judy Smith said the next item on the agenda was to approve the salary increase for the City Administrator. She asked for a motion to adjust the City Administrator salary to $104,500.00.

Alderman Don Perez made a motion to increase the City Administrator salary to $104,500.00. Alderman Jeff Taylor seconded the motion, and it was unanimously approved by roll call vote. Aye: Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, Don Perez, John Hodapp, and Jeff Taylor. Nay: none.

Mayor Smith commented that City Administrator Brad Myers is worth every penny he is being paid. Alderman Don Perez commented that he has heard from several citizens that he is very approachable. City Administrator Brad Myers said he appreciates the confidence the council has in him, and Carlyle has his full confidence and integrity.

At 7:22 p.m. a motion to adjourn was made by Alderman Don Perez and Alderman Mike Jansen seconded the motion, and it was unanimously approved by roll call vote. Aye: Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, Don Perez, John Hodapp, Jeff Taylor, and Mike Jansen. Nay: none.
