1. Committee recommends approval of the Funding Agreement with Miracle Mile Rockford for an amount up to $30,000.00. The Legal Director shall prepare the appropriate ordinance.

B. Code and Regulation Committee

1. Committee recommends sustaining the Traffic Commission's approval for Handicapped Parking only on the north side of Kent Street from Ferguson Street to 165 feet west of Ferguson Street. The Legal Director shall prepare the appropriate ordinance.

2. Committee recommends sustaining the Traffic Commission's recommendation that No Action be taken on the request to establish stop control at the intersection of Cheroakwood Lane and Crofton Road.

3. Committee recommends approval of the Vacation of a Drainage Easement for Lot 9 and Lot 15, Plat No. 2 of Buckley Commercial Center Subdivision. The Legal Director shall prepare the appropriate ordinance.

4. Committee recommends approval of the Annexation of 28xx Searles Avenue (westerly 452 feet of 2804 Searles Avenue). The Legal Director shall prepare the appropriate ordinance.

5. Committee recommends approval of the modification of an existing Liquor License to add one additional video gaming terminal at The Office Niteclub located at 513 East State Street. The Legal Director shall prepare the appropriate ordinance.

6. Committee recommends sustaining the Zoning Board of Appeals' denial for a Variation to increase the maximum allowed square footage of a wall sign from 240 square feet to 297.64 square feet in a C-3, General Commercial Zoning District at 6260 and 6350 East State Street (Sharpen Up for MB Rockford State LLC/Applicants).

7. Committee recommends sustaining the Zoning Board of Appeals' approval for a Special Use Permit for a mural in a C-4, Urban Mixed-Use Zoning District at 308 West State Street (City of Rockford/Rockford Area Convention & Visitor’s Bureau/Applicants). The Legal Director shall prepare the appropriate ordinance.

8. Committee recommends sustaining the Zoning Board of Appeals' approval for a Special Use Permit for a mural in a C-4, Urban Mixed-Use Zoning District at 316 West State Street (City of Rockford/Rockford Area Convention & Visitor’s Bureau/Applicants). The Legal Director shall prepare the appropriate ordinance.

9. Committee recommends sustaining the Zoning Board of Appeals' approval for a Special Use Permit for a mural in a C-4, Urban Mixed –Use Zoning District at 1019 5th Avenue (City of Rockford/Rockford Area Arts Council/Applicants). The Legal Director shall prepare the appropriate ordinance.

10. Committee recommends sustaining the Zoning Board of Appeals' approval for a Special Use Permit for a mural in a C-3, General Commercial Zoning District at 4618 East State Street (City of Rockford/Rockford Area Convention & Visitor’s Bureau/Applicants). The Legal Director shall prepare the appropriate ordinance.

C. Finance and Personnel Committee

1. Committee recommends approval of the vouchers in the amount of $9,810,404.57 as approved at the Finance and Personnel Committee meeting held on May 22, 2023.

2. Committee recommends approval of a one-year extension of the Memorandum of Understanding between the City of Rockford and Board of Education, Rockford Public Schools to provide services to Head Start students in a school-based counseling model. The Legal Director shall prepare the appropriate ordinance.

3. Committee recommends approval of an Intergovernmental Agreement between the City of Rockford and Rockford Township in which Rockford Township will provide emergency rental assistance funding in the amount of $10,000.00. The Legal Director shall prepare the appropriate ordinance.

4. Committee recommends approval of revisions to the City of Rockford Rules and Regulations for Sick Leave and the new Family Bereavement Leave. The Legal Director shall prepare the appropriate ordinance.

1. Committee recommends approval of a Resolution for authority to intervene on non-residential Property Tax Appeal cases before the Property Tax Appeal Board.

1. Committee recommends approval of a Resolution authorizing the Central Services Manager to execute a contract for Street Lighting and Well Pumping Electric Supply.

2. Committee recommends approval of the Award of Engineering Agreement: Well 9 Temporary Treatment Facility Improvements to Fehr Graham and Associates, Inc., of Rockford, Illinois in the amount of $96,950.00. The project is estimated to be completed by November 1, 2023. The funding source is Water Replacement Improvement Account (WRIA).

3. Committee recommends approval of the Award of Joint Purchasing Contract: Copier Rental to Marco Technologies, Rockford, Illinois in the amount of $80,424.00 annually for a five (5) year contract. The funding source is Various Departmental Operating Budgets.

4. Committee recommends approval of the Rejection of Bids/Take new Bids for Millennium Fountain Renovation (Bid No: 223-W-012). Staff recommends the specifications and plans be evaluated for value engineering and rebidding purposes.

5. Award of Bid: City-Wide Street Repairs Group No. 2 - 2023 (Residential) to Rock Road Companies, of Rockford, Illinois in the amount of $2,291,585.68. The project is estimated to be completed by September 29, 2023. The funding source is 1% Infrastructure Sales Tax.

6. Award of Bid: City-Wide Street Repairs Group No. 3 - 2023 (Concrete) to T.C.I. Concrete, of Rockford, Illinois in the amount of $1,644,298.66. The project is estimated to be completed by September 29, 2023. The funding source is 1% Infrastructure Sales Tax.

7. Approval of an application and acceptance of a Homeless Prevention grant from Illinois Department of Human Services (IDHS) in the amount of $487,000.00. This grant does not require a cost match. The grant term is from July 1, 2023 to June 30, 2024.

8. Acceptance of the grant funds and approval of the four (4) Sub-Award Agreements for the U.S. Department of Housing and Urban Development (HUD) Continuum of Care (COC) Grant:

The grant does not require the city to bear any additional costs.

9. Approval of an application and acceptance of the U.S. Housing and Urban Development (HUD) Continuum of Care (COC) Rapid Youth Rehousing Grant award in the amount of $95,989.00 This grant requires a 25% cost match in the amount of $23,997.25. The grant term is from November 1, 2023, to October 31, 2024. The grant does not require the City to bear any additional costs.
