Village of Rockton Board of Trustees met May 16.

Here are the minutes provided by the board:

Mayor Peterson called the meeting to order at 7:03 pm.

Present: Mayor Peterson, Mr. Baumgartner, Mr. Danielson, Mrs. Honkamp, Ms. May, Mr. York, Mr. Winters and Atty. Szeto

Staff present: Tricia Diduch, Dennis Hildebrandt and Chief Hollinger

APPROVAL OF MINUTES

Motion by Mr. Winters, second by Mr. Baumgartner, to waive the reading of the May 2, 2023 Village Board meeting minutes. All ayes. Motion approved 6-0.

Motion by Mr. York, second by Mrs. Honkamp, to approve the May 2, 2023 Village Board meeting minutes. All ayes. Motion approved 6-0.

AMENDMENTS TO THE AGENDA

None.

PUBLIC COMMENT

None.

MAYOR PETERSON

Mayor Peterson read the “World Migratory Bird Day” proclamation to the Village Board. Jennifer Kuroda,

President of the Audibon Council of Illinois, accepted the signed proclamation and spoke to the Village Board about how to be recognized as a bird city.

VILLAGE ATTORNEY

ZONING

None.

PUBLIC SAFETY AND LEGAL & BUDGET – MR. WINTERS

Mr. Winters shared the Rockton Police Department activity summary from May 1st – 15th with the Village Board.

ADMINISTRATION – MR. YORK

Motion by Mr. York to waive the formal bid process for the IT system upgrades, second by Mr. Winters. Roll call. All ayes. Motion approved 6-0.

Motion by Mr. York to approve the quotes for the IT systems upgrade including (but not limited to) hardware, software, licenses and labor at a cost not to exceed $145,996.81, second by Mr. Baumgartner. Mr. York explained that there was a slight increase in cost due to licensing, but that the labor cost may decrease. Mr. York said that the Village is going to have modern technology which requires modern services and that Garcea will be providing “not to exceed” numbers on their quotes for the Village. Roll call. All ayes. Motion approved 6-0.

WATER, SEWER, AND GARBAGE – MS. MAY

None.

COMMUNITY DEVELOPMENT – MR. DANIELSON

None.

BUILDINGS AND PARKS – MRS. HONKAMP

Motion by Mrs. Honkamp to approve the special events application for Old Settlers Days to be held June 15th - 18th in Settlers Park, second by Ms. May. Roll call. All ayes. Motion approved 6-0.

Motion by Mrs. Honkamp to approve the special events application for the 2023 Rockton River Market to be held June – August in Settlers Park, second by Mr. Winters. Roll call. All ayes. Motion approved 6-0.

Motion by Mrs. Honkamp to approve the special events application for Pelican Fest to be held on May 20th in Downtown Rockton, second by Mr. Danielson. Roll call. All ayes. Motion approved 6-0.

Motion by Mrs. Honkamp to approve the special events application for the Downtown Rockton Sidewalk Sale to be held June 2nd & 3rd in Downtown Rockton, second by Mr. Winters. Roll call. All ayes. Motion approved 6-0.

Mrs. Honkamp shared the activity summary for the Parks/Rec Department and stated that she will be doing this at the Village Board meetings in the future.

STREETS AND WALKS – MR. BAUMGARTNER

None.

EXECUTIVE SESSION

None.

ACTION ON ITEMS ARISING OUT OF EXECUTIVE SESSION

PAYMENT OF BILLS

Motion by Mr. Winters, second by Mrs. Baumgartner, to pay bills in the amount of $262,212.10. Roll call. All ayes. Motion approved 6-0.

ADJOURN

Hearing no further business, motion by Mr. Winters, second by Mrs. Honkamp, to adjourn at 7:30 pm. All ayes. Motion approved 6-0.
