City of Rockford City Council met July 17.

A. Planning and Development Committee

1. Amendment to the 2023 Workforce Development Initiative Agreement between the City of Rockford and LT Construction. The Legal Director shall prepare the appropriate ordinance.

B. Code and Regulation Committee

1. 3202 Kishwaukee Street

Zoning Board of Appeals recommends approval for a:

a. Special Use Permit for a four-family residential unit and;

b. Variation to reduce the required parking spaces from eight (8) to four (4) in a C-3, General Commercial Zoning District at 3202 Kishwaukee Street (New Day Apartments, LLC-Elgin/Applicants)

Subject to conditions. The Legal Director shall prepare the appropriate ordinance.

2. 6777 Heather Lane

Zoning Board of Appeals recommends approval for a:

a. Variation to reduce the front yard setback from 40 feet to 12 feet along Reid Farm Road; and

b. Variation to allow a 12’ by 14’ shed within the front yard in an R-1, Single-Family Residential Zoning District at 6777 Heather Lane (Jay & Marianne Plath/Applicants)

Subject to conditions. The Legal Director shall prepare the appropriate ordinance.

3. Intergovernmental Agreement between the City of Rockford and Rockford Public School District 205 for Police Services. The Legal Director shall prepare the appropriate ordinance.

C. Finance and Personnel Committee

1. Vouchers in the amount of $14,539,136.99

2. Award of Agreement between the City of Rockford and ComEd for Madison Street Improvements. ComEd will perform engineering and construction for utility pole relocations along Madison Street. The cost of the project is $890,955. Per the Illinois Public Utilities Act, ComEd may charge rate payers through the use of an LGC RIDER for this work. The LGC RIDER will recoup these costs by charging Rockford rate payers monthly throughout the duration of the construction. The Legal Director shall prepare the appropriate ordinance.

3. Approval of an application for the accreditation by the American Public Works Association (APWA) Public Works Agency. The total cost of accreditation is estimated at $17,350 and is proposed to be paid in two (2) installments. The second installment is payable at the end of the eighteenth (18th) month from the effective date of this Agreement. The funding source is the Public Works Administration Budget. The Legal Director shall prepare the appropriate ordinance.

4. Approval of Head Start Low Cost Extension to expend funds that were made available through a budget revision for playground improvements at the PACE Early Head Start Center in the amount of $125,000. The need for the low cost-extension is due to the delay in delivery of the equipment that will be purchased. The lead time for the equipment is between 8 to 20 weeks. The funds are expected to be expended by October 15, 2023. The Legal Director shall prepare the appropriate ordinance.

IV. MOTIONS AND RESOLUTIONS

1. Motion to Reconsider the amendment to the committee report under item V. A. 1. which added a provision to the proposed development agreement with J Jeffers for redevelopment of the Barber Colman Campus stating:

“The developer will sign a Project Labor Agreement acceptable to the Northwestern Illinois Building Trades covering construction to be performed on the project."

A. Planning and Development Committee

1. Committee recommends approval of the Redevelopment Agreement with J. Jeffers & Company LLC for the Barber Colman Campus. The Legal Director shall prepare the appropriate ordinance.

2. Committee recommends approval of an ordinance terminating the South Main - Rock Street Redevelopment Plan and Project Area and the dissolution of the Special Tax Allocation Fund for the South Main - Rock Street Tax Increment Financing District. The Legal Director shall prepare the appropriate ordinance.

3. Committee recommends approval of an ordinance approving the Barber Colman Redevelopment Plan and Project Area. The Legal Director shall prepare the appropriate ordinance.

4. Committee recommends approval of an ordinance designating the Barber Colman Redevelopment Plan and Project Area. The Legal Director shall prepare the appropriate ordinance.

5. Committee recommends approval of an ordinance adopting the Tax Increment Allocation Financing for the Barber Colman Redevelopment Plan and Project Area. The Legal Director shall prepare the appropriate ordinance.

1. Appointment of Nastasia Brown to the Rockford Area Venues and Entertainment (RAVE) Board for a term expiring June 2025. This appointment will fill the vacancy created by the resignation of Martesha Brown. (Pursuant to Rule 18, this appointment will be up for passage after July 26, 2023.)

2. Reappointment of Eric Brown to the Community Relations Commission for a term expiring August 2026. (Pursuant to Rule 18, this reappointment will be up for passage after July 26, 2023.)

3. Reappointment of Henrietta Dotson-Williams to the Library Board for a term expiring June 2026. (Pursuant to Rule 18, this reappointment will be up for passage after July 26, 2023.)

4. Reappointment of Brad Long to the Library Board for a term expiring June 2026. (Pursuant to Rule 18, this reappointment will be up for passage after July 26, 2023.)
