II. ACCEPTANCE OF MINUTES 

The minutes of the last regular meeting held on May 10th, 2023, were approved as submitted.

III. TRAFFIC REQUESTS 

A. New Business 

1. Request in the 3rd Ward, by Charles Laskonis, 501 Indian Terrace, to establish “2-Hour Parking” and “Residential Permit Parking” restrictions on the east side of Indian Terrace from Mound Avenue to 45 feet north of Mound Avenue, thus repealing the “No Parking Any Time” restriction on the east side of Indian Terrace from Mound Avenue to 45 feet north of Mound Avenue. (Mr. Charles Laskonis expressed his concern about the recent reduction of parking on Indian Terrace. C. Tumeo explained the reason for the restriction but offered to meet with Mr. and Mrs. Laskonis with a fire engine to demonstrate the need for the restriction. Commission recommended that this item be laid over to the July Traffic Commission so that this meeting can take place. Motion by C. Tumeo, seconded by D. Bissell, Voted 7-0).

2. Request in the 3rd Ward, by City Staff, to establish “2-Hour Parking” and “Residential Permit Parking” restrictions on the south side of Mound Avenue from Indian Terrace to 45 feet west of Indian Terrace. (K. Lin commented that this item is contingent upon the above request. Commission recommended that this item be laid over to the July Traffic Commission so that the meeting discussed above can take place. Motion by D. Peterson, seconded by B. Strawser, Voted 7-0).

3. Request in the 3rd Ward, by Rockford Fire Department, to establish “No Parking Any Time” on the east side of Indian Terrace from Dickerman Drive to 45 feet south of Dickerman Drive, thus repealing the “2-Hour Parking” and “Residential Permit Parking” restrictions from Dickerman Drive to 45 feet south of Dickerman Drive. (C. Tumeo explained that the turning movement at this location is made more difficult due to the narrow width of Dickerman Drive. He also commented that it appears that the affected residences have more parking on their portions of the shared driveway. Mr. Charles Laskonis also pointed out that there is a retaining wall in the southwest corner of the intersection. Commission recommended establishing “No Parking Any Time” on the east side of Indian Terrace from Dickerman Drive to 45 feet south of Dickerman Drive, thus repealing the “2-Hour Parking” and “Residential Permit Parking” restrictions from Dickerman Drive to 45 feet south of Dickerman Drive. Motion by C. Tumeo, seconded by B. Strawser, Voted 7-0).

4. Request in the 13th Ward, by Rockford Mass Transit District, to establish RMTD Official Car parking on the west side of Court Street from West State Street to 130 feet north of West State Street, thus repealing the “No Parking Any Time” restriction on the west side of Court Street from West State Street to 130 feet north of West State Street. (K. Lin commented that city staff will be installing a “No Parking Here to Corner” sign as there have been issues with vehicles parking too close to the stop sign. R. Priddy was unable to attend the meeting to answer detailed questions about the request. Commission recommended that this item be laid over to the July Traffic Commission so that R. Priddy can provide further details about the request. Motion by D. Bissell, seconded by P. Yarbrough, Voted 7-0).
