City of Carlyle City Council met June 26.

Here are the minutes provided by the council:

The Carlyle City Council was called to order by Mayor Judy Smith, at 7:00 p.m. at the Case Halstead Library, 550 6th Street, Carlyle, IL.

The meeting opened with the Pledge of Allegiance.

Aldermen present were Tammy Peters, Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes.

City employees present were Chief of Police Mark Pingsterhaus, City Administrator Brad Myers, Kayla Heimann, and City Clerk Rita Jurgensmeyer.

Others present were Kelly Ross, Rebecca Sponsoler, Andy Zieren, and Jeff Carroll.

Alderman Jeff Taylor made a motion to approve the minutes from June 12, 2023. Alderman Tammy Peters seconded the motion, and it was unanimously approved by roll call vote. Aye: Tammy Peters, Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes. Nay: none.

Alderman Jeff Taylor made a motion to approve the transfers from Fund 1 General Fund to Fund 3 Street and Alley for $110,000.00, Fund 4 Police for $50,000.00, Fund 14 Hotel/Motel Tax for $15,000.00, Fund 17 Parks for $55,000.00, and Fund 20 Library for $5,000.00, for a total of $235,000.00. Alderman John Hodapp seconded the motion, and it was unanimously approved by roll call vote. Aye: Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, and Tammy Peters. Nay: none.

Alderman John Hodapp made a motion to approve the payment of the claims against the city. The motion was seconded by Alderman Jeff Taylor and was unanimously approved by roll call vote. Aye: Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, and Jim McClaren. Nay: none.

Mayor Judy Smith reported that Keith Housewright wanted everyone to know that the Clinton County Fair Queen, Queen Candice, will be at story time on Tuesday, June 27th at 9:15 a.m. to read to the kids that attend story time.

Mayor Smith also reported that she talked to the Corp of Engineers and the fireworks are slated for Saturday night, July 1st at dusk. There will be a Dam Jam at 1:00 p.m. She then announced the bands that will be playing. There will be beach volleyball and water safety games. She said that even though there is a burn ban, the fireworks will proceed since they are shot off over water.

Mayor Judy Smith commented on the number of new businesses that have come to Carlyle since 2016. She came up with 21 businesses and they are still open today. She then announced each business. She added that two new businesses have new ownership. There were also businesses currently that have built new buildings or changed locations.

City Administrator Brad Myers reported that no ospreys will be hatching at the ball diamond. Also, the 11 trees previously discussed have begun to be cut down in the park.

City Administrator Brad Myers said that Street and Alley has started the oil and chip process and the streets will be oiled in September.

City Administrator Brad Myers said that the blue house on Franklin Street owned by Marland Tucker has been taken down. Currently they are working on other delinquent properties.

City Administrator Brad Myers praised the city employees for doing a wonderful job.

Alderman Mike Jansen reported for the library saying that the library honored the Vonnahme family for their generosity in support of the Grandma Mimi Story Time and the new Grandma Mimi story walk at the city park.

City Administrator Brad Myers reported that Jay Donnelly made a presentation at the EDC meeting this evening. They are going to present to the council and ask for approval to have a company out of St. Louis come out and do a presentation on how to help the city’s economic development. There is no fee for this.

City Administrator Brad Myers said that the Zoning Board will be having a meeting on Thursday night to discuss rezoning a building on 7th Street. The Jondro’s, who own the building, would like to rezone it from an R2 to an R4 so they can put apartments in. A company out of Perryville, MO wants to put up a lighted billboard south of McDonald’s.

City Administrator Brad Myers reported for the Electric Department saying that they are trying to sell some equipment that is no longer used to a city in Kansas.

City Administrator Brad Myers reported for the Water and Sewer Department saying that the new healthcare building is pumping water east on old 50 and under old 50. It comes out toward Washington Street. He said it will not stay that way. They are running three sump pumps now. Brad Myers spoke to them and informed them that they cannot continue doing that because in the winter it will be a big skating rink. They already have plans to run it underground the other way.

City Administrator Brad Myers reported that the pool has been a lot busier.

City Administrator Brad Myers informed the council that Carlyle has entered into an Intergovernmental Agreement with Clinton County and several other cities and villages to form enterprise zones. The Village of Albers wants to increase their enterprise zone and for them to do that all the cities in the agreement have to approve that expansion.

Alderman John Hodapp made a motion to approve the ordinance for the intergovernmental agreement that says the City of Carlyle will amend the ordinance by allowing Albers to add territory to the enterprise zone. The motion was seconded by Alderman Jim McClaren, and it was unanimously approved by roll call vote. Aye: Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, and Scott Diekemper. Nay: none.

City Administrator Brad Myers explained that the council has already approved the liquor code to include a new classification, the caterer’s liquor license, but a fee was not assigned.

Alderman Bruce Hilmes made a motion to approve the new Class G license for an annual fee of $500.00 and a total of three licenses will be available. Alderman John Hodapp seconded the motion, and it was approved by roll call vote. Aye: John Hodapp, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, and Jeremy Weh. Nay: none. Abstaining Alderman Jeff Taylor.

City Administrator Brad Myers explained that a building was bought in January, and they have designed a plan to change the building for City Hall needs. He is asking for authorization to go out for bids for the new city hall renovation. This will not include tearing down walls. It will only include building new walls. City employees have already started tearing down the walls that need to be torn down. City Administrator Brad Myers added that this does not include new council chambers to be built. They are waiting on plans for that.

Alderman John Hodapp made a motion to authorize the city to go out for bids for the new city hall renovation. Alderman Tammy Peters seconded the motion, and it was unanimously approved by roll call vote. Aye: Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, Jeremy Weh, and John Hodapp. Nay: none.

At 7:25 p.m. Alderman Jim McClaren made a motion to move to executive session to discuss personnel, and lease/purchase/sale of property. The motion was seconded by Alderman Jeremy Weh and was unanimously approved by roll call vote. Aye: Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, and Jeff Taylor. Nay: none.

At 7:40 p.m. the council returned to open session.

Alderman Jeff Taylor made a motion to approve the agreement with Comprehensive Care Pharmacy. Alderman Tammy Peters seconded the motion, and it was approved by roll call vote. Aye: Tammy Peters, Jim McClaren, Scott Diekemper, Jeremy Weh, Jeff Taylor, Mike Jansen, and Bruce Hilmes. Nay: none. Abstaining Alderman John Hodapp.

Alderman John Hodapp made a motion to leave open the month-to-month contract with Russell Bittle for $750.00/month for the 13,705 square feet of interior space minus the two western lots until October 1st. Alderman Jeremy Weh seconded the motion, and it was unanimously approved by roll call vote. Aye: Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, and Tammy Peters. Nay: none.

At 7:43 p.m. a motion to adjourn was made by Alderman Bruce Hilmes, Alderman Jeremy Weh seconded the motion, and it was unanimously approved by roll call vote. Aye: Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, and Jim McClaren. Nay: none.
