Here are the minutes provided by the council:

I. CALL TO ORDER

Mayor McNamara called the meeting to order at 6:39 p.m.

A memorandum from Mayor McNamara was distributed regarding the appointment and reappointments of the following individuals:

Appointment of Nastasia Brown to the Rockford Area Venues and Entertainment (RAVE) Board for a term expiring June 2025.

Reappointment of Eric Brown to the Community Relations Commission for a term expiring August 2026.

Reappointment of Henrietta Dotson-Williams to the Library Board for a term expiring June 2026.

Reappointment of Brad Long to the Library Board for a term expiring June 2026.

Reappointment of Greg Harle to the Mechanical Board for a term expiring July 2028.

Reappointment of John Phelps to the Rockford Area Venues and Entertainment (RAVE) Board for a term expiring July 2028.

The memorandum indicated that pursuant to Rule 18, the appointment and reappointments would lay over for 30 days.

II. APPOINTMENTS LAID OVER

1. Appointment of Mary Cacioppi to the Community Action Agency Board for a three-year term to fill the private sector vacancy. (Pursuant to Rule 18, this

appointment will be up for passage after July 5, 2023.)

RESULT: LAID OVER Next: 7/10/2023 5:30 PM

2. Appointment of Jeffrey Bailey as 13th Ward Alderman to fill the vacancy left by Alderman Linda McNeely. The term of this appointment will be until the next election. The appointment is up for passage.

Mayor McNamara read in the appointment and placed it up for passage.

Alderman Logemann made a motion to lay the appointment over, seconded by Alderman Bonne. MOTION FAILED with a voice vote of 5 to 7 (Aldermen Logemann, Tuneberg, Frost, Barrios and Bonne voted "Aye" and Alderman Durkee was absent).

The appointment was then placed up for passage.

RESULT: APPROVED [UNANIMOUS]

III. MOTIONS AND RESOLUTIONS

1. 2023-147-R - Award of Bid: 540 15th Avenue Demolition and Cleanup to DPI Construction, Inc., of Pecatonica, Illinois in the amount of $13,915.00. The funding source is Broadway TIF.

Alderman Frost, of behalf of the Finance and Personnel Committee, read in the resolution and placed it up for passage.

RESULT: ADOPTED [UNANIMOUS]

AYES: Logemann, Tuneberg, Frost, Torina, Prunty, Wilkins, Hoffman, Rose, Beach, Barrios, Meeks, Bonne

ABSENT: Tim Durkee

2. 2023-148-R - Award of Bid: 602 Kishwaukee Street Demolition and Cleanup to N-TRAK Group, LLC of Loves Park, Illinois in the amount of $67,000.00. The funding source is Community Development Block Grant (CDBG).

Alderman Frost, of behalf of the Finance and Personnel Committee, read in the resolution and placed it up for passage.

RESULT: ADOPTED [UNANIMOUS]

IV. ADJOURNMENT

1. Motion to Adjourn

Alderman Wilkins moved to adjourn the meeting, seconded by Alderman Rose.

MOTION PREVAILED with a unanimous voice vote (Alderman Durkee was absent). The meeting was adjourned at 6:49 p.m.
