II. GENERAL INFORMATION 

1. Review Of Minutes May 23, 2023

a. Approval of minutes from May 23, 2023

III. OFFICER REPORTS 

a. Karen Hoffman 

i. Went to Moving to Work reception, RPH and WPH will move to a 4th cohort, allowing the entire city to receive assistance and vouchers to move more people into regular housing.

1. Owen Carter:

a. Annual Budget Authority;

i. Budget allowed for vouchers based on population and poverty level.

ii. Tenant protection voucher: guaranteed

funding from the fed Gov.

ii. Private sector doesn’t want to build public housing, because of regulations, and they don’t want to move people up and out of housing, because it is more profitable to have the tenants.

iii. Homes should be defensible homes (Townhomes, Condos) will make people want to care more about them.

iv. Joliet, is making a program to have a tenant for 15 years and a portion goes into escrow for clients to purchase after the term limits.

v. We need to have each church take on 10-17 youths for a mentorship program.

b. Mike Chamberlain 

i. Need a glossary of terms and shift the understanding of terms for better understanding in both government and community.

ii. Bring in more volunteers to respond to the issues. Solutions need to be simple.

There needs to be a funding correlation between Headstart and Public Schools
