B. 2023-145-CR - Award of Agreement between the City of Rockford and ComEd for Madison Street Improvements. ComEd will perform engineering and construction for utility pole relocations along Madison Street. The cost of the project is $890,955. Per the Illinois Public Utilities Act, ComEd may charge rate payers through the use of an LGC RIDER for this work. The LGC RIDER will recoup these costs by charging Rockford rate payers monthly throughout the duration of the construction.

C. 2023-146-CR - Approval of an application for the accreditation by the American Public Works Association (APWA) Public Works Agency. The total cost of accreditation is estimated at $17,350 and is proposed to be paid in two (2) installments. The second installment is payable at the end of the eighteenth (18th) month from the effective date of this Agreement. The funding source is the Public Works Administration Budget.

Ald. Logemann asked the benefit to the residents if the City is accredited. Director Saunders responded that being accredited sets the tone for excellence, continuous improvement and guarantees City of Rockford residents that we are doing things consistent with best practices and striving for continuousimprovement.

D. 2023-147-CR - Approval of Head Start Low Cost Extension to expend funds that were made available through a budget revision for playground improvements at the PACE Early Head Start Center in the amount of $125,000. The need for the low cost-extension is due to the delay in delivery of the equipment that will be purchased. The lead time for the equipment is between 8 to 20 weeks. The funds are expected to be expended by October 15, 2023.
