Mayor Gregory Jury called the meeting to order at 6:00 p.m.
Alderman John Pruitt opened the meeting with an invocation, followed by the Pledge of Allegiance.

1. Approve Minutes 07/10/23
The Journal of Proceedings for the regular meeting of July 10, 2023, was approved as submitted by the city clerk on a motion by Alderman Schlensker. Second by Alderman Thompson. 2. SEP/5K Race Request
Received a Special Event Permit application from Lyndi Toohill and the Rockford Park District to hold a 5K race on a portion of Loves Park streets on September 15, 2023, from 7:30 p.m. to 9:00 p.m.
3. SEP/5K Race Approved
Alderman Thompson of the Codes and Regulations Committee moved to approve the Special Event Permit application from Lyndi Toohill and the Rockford Park District to hold a 5K race on a portion of Loves Park streets on September 15, 2023, from 7:30 p.m. to 9:00 p.m. Second Alderman Owens. Motion carried by voice vote.
4. General Fund Bills 07/17/23
Alderman John Jacobson presented the General Fund and all other bills dated July 17, 2023, in the amount of $317,423.99, and moved that they be paid. Second by Alderman Pruitt. 5. Water Department Bills 07/17/23
Alderman John Jacobson presented the Water Department bills dated July 17, 2023, in the amount of $214,040.90, and moved that they be paid. Second by Alderman Pruitt. Alderman John Jacobson of the Finance and Administration Committee presented the minutes from the committee meeting held on July 10, 2023, to be placed on file.

10. Street Department To Hire Korey Coyne
Alderman Schlensker presented the following resolution and moved for its adoption: RESOLVED, that by the adoption of this Resolution, that based on the results of the most recent examination as conducted by the Civil Service Commission, the Street Department Manager is hereby authorized to hire Korey Coyne as a full-time employee with the Department of Public Works. Employment shall be effective beginning July 24, 2023 and shall be in accordance with terms of the current agreement between the Operators Local 150 bargaining unit and the City of Loves Park. RESOLUTION NO. 23-073
11. Water Department To Hire Concentric Integration For SCADA System Updates
Alderman Schlensker presented the following resolution and moved for its adoption: RESOLVED, that by the adoption of this Resolution, the Water Department Manager is authorized to hire Concentric Integration, 8678 Ridgefield Road, Crystal Lake, IL 60012, for professional services to upgrade the Water Department’s SCADA system software and associated hardware for a cost not to exceed $112,625.00. The funds shall be drawn from Account No. 31-00-1921 (SCADA Upgrade). Second by Alderman John Jacobson. 12. Rescinding Resolution 22-028
Alderman Schlensker presented the following resolution rescinding Resolution 22-028 authorizing application to the State of Illinois for grant funds. WHEREAS, on March 28, 2022, the City passed Resolution 22-028 to apply for grant funds available from the State of Illinois for a certain development project (“Project”); and WHEREAS, the Project has not gotten underway in over a year and source funding for the Project has changed; and WHEREAS, the City, having taken no action to apply for the grant funds, has determined it to be in its best interests to rescind Resolution 22-028. NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Loves Park, Illinois, that by the adoption of this resolution, that the City hereby agrees:
1. The above recitals are hereby incorporated into this Resolution as if fully stated herein.
2. The City Council hereby rescinds Resolution 22-028.
3. This Resolution will be in full force and effect from and after it passage, approval, and publication in pamphlet form in the manner provided by law. Second by Alderman John Jacobson. Alderman John Jacobson presented for first reading an ordinance making Appropriation for corporate purpose for the year 2023-2024, and moved to waive the reading of the ordinance as all aldermen have been provided copies.
