Belvidere Community Unit School District 100 Board of Education met July 17.

Here are the minutes provided by the board:

The Board of Education of Community Unit School District #100, Boone, McHenry, DeKalb Counties, Illinois met in a regular meeting July 17, 2023, at 5:30 P.M. at the Districts Central Office, located at 1201 Fifth Avenue, Belvidere, Illinois, which is within the boundaries of said District.

A. Opening Items

Call to Order:

The President called the meeting to order at 5:30 P.M.

Roll Call:

Members present were Mrs. Brenner, Mr. Herrera, Mrs. Houk, Ms. Maville, Mrs. Whitcomb, and Mr. Zickert.

Member absent was Mr. Bucher.

B. Closed Executive Session of the Board of Education from Section 2 of the Open Meetings Act

The meeting adjourned to closed executive session at 5:31 P.M. for the following:

The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body – 5 ILCS 120/2(c)(1); collective negotiating matters between the public body and its employees or their representatives – 5 ILCS 120/2(c)(2); and student disciplinary cases – 5 ILCS 120/2(c)(9).

Member Herrera made a motion and Member Houk seconded the motion to adjourn to closed executive session. The President called the question, and the following members voted.

YEA: Herrera, Houk, Whitcomb, Zickert, Maville, and Brenner

NAY: None

ABSENT: Bucher

Motion passed.

C. Reconvene in Open Session

Open session meeting reconvened at 6:09 P.M.

Roll Call:

Members present were Mrs. Brenner, Mr. Bucher, Mr. Herrera, Mrs. Houk,

Mrs. Maville, Mrs. Whitcomb, and Mr. Zickert.

Approval of Agenda

President Brenner inquired if any Board member wished to amend or move any items on the agenda.

Hearing none, Member Maville made a motion and Member Herrera seconded the motion to approve the agenda of the Regular Meeting of the Board of Education on July 17, 2023, as presented. The President called the question, and the following members voted:

YEA: Maville, Herrera, Whitcomb, Zickert, Bucher, Houk, and Brenner

NAY: None

Motion passed.

D. Public Hearing

The Board held a public hearing regarding the District 100 2023-2026 Emergency Day Remote e-Learning Structure for the purpose of providing remote instruction to students on emergency days.

The following individuals addressed the board:

• Jen McCormick regarding elementary concerns with grades 2-5 and student equity.

• Wendy Taylor regarding the number of plans for the day for secondary teachers and loss days of learning.

• Garrett Lowe regarding notice of emergency days.

E. Roll Call Action Item from Public Hearing

1. E-Learning Proposal

Member Maville made a motion and Member Herrera seconded the motion to approve the e-Learing Proposal, as presented.

After some discussion, Member Maville withdrew her motion and Member Herrera withdrew his second.

Administration will modify the proposal and bring back at the August Regular Meeting of the Board of Education.

F. District Celebrations

1. 2023 Belvidere North High School AP Scores

Belvidere North High School had 26 students who earned a 5 on their AP Exams, and a chart was provided on the growth over the last eight years.

2. 2023 Belvidere High School AP Scores

Belvidere High School had 4 students who earned a 5 on their AP Exams, and a chart was provided on the growth over the last eight years.

3. Board President Shout Out

The following people were nominated by their peers for going above and beyond in District 100.

• Stacey Haight, Hillary Kessler, Julie Mateja, and Angela Schadle - PES

• Natasha Gadomski – Belvidere South Middle School

• Steve Holt – Caledonia Elementary School

• Lulia Sarmiento, Belvidere Central Middle School

• Andrew Lambaren, Belvidere North High School

G. Hearing of Visitors

Members of the public and employees of District #100 were able to make comments or ask questions of the Board. The following people wished to address the board:

• Scot Dobbs via email request regarding homeschool student’s participation in school sports.

• Kendra Carter regarding offensive library materials in schools.

• Alicia Perez regarding discipline issues with her son.

Hearing no one else wished to address the Board, President Brenner closed the hearing of visitors.

President Brenner inquired if any Board members wished to have any items removed from the Consent Agenda for separate consideration.

Member Zickert requested to remove Item #5. District Vehicle Purchase for separate consideration.

Member Herrera made a motion and Member Maville seconded the motion to approve Consent Agenda Items #2-4, and 6-8, as presented.

The President called the question, and the following members voted:

YEA: Herrera, Maville, Whitcomb, Bucher, Zickert, Houk, and Brenner NAY: None

Motion passed.

Member Maville made a motion and Member Houk seconded the motion to approve Consent Agenda Items #5. District Vehicle Purchase, as presented.

After some discussion, Member Maville withdrew her motion and Member Houk withdrew her second.

Member Houk made a motion and Member Maville seconded the motion to approve the 2023-24 Administrative Contracts for 9-Month Administrators Michael Patterson and Bruyn Yunk, effective July 1, 2023, as presented. The President called the question, and the following members voted:

YEA: Houk, Maville, Herrera, Whitcomb, Zickert, Bucher, and Brenner

NAY: None

Motion passed.

22. 2023-24 Administrative Contract for 10-Month Administrator Andrea Dutz

Member Maville made a motion and Member Herrera seconded the motion to approve the 2023-24 Administrative Contract for 10-Month Administrator Andrea Dutz, effective July 1, 2023, as presented. The President called the question, and the following members voted:
