City of Rockford Finance & Personnel Committee met Aug. 28.

A. Quarterly Investment Report 6/30/2023

B. Change Order: Pioneer Deck Maintenance Repairs to Hammer Construction, of East Dundee, Illinois.

Original amount: $386,845.00

Change order: $ 30,105.00

Total amount: $416,950.00

During repairs of the Pioneer Deck some unforeseen additional work was needed to complete the project. Work consisted of additional concrete repair work, expansion joints and sealant. The funding source is American Rescue Plan Act (ARPA).

III. COMMITTEE REPORTS

A. Proposed Intergovernmental Agreement between Rockford Mass Transit District (RMTD) and City of Rockford for RMTD downtown facility expansion.

B. Vouchers in the amount of $5,830,874.51

C. Approval of Proposed Purchase of 4640 West State Street from the Estate of Bernard Hopkins in the amount of $30,000.

D. Renewal of Lease Agreement between the City and Family Peace Center not-for profit for 313 North Main Street.

IV. RESOLUTIONS

A. Award of Bid: Millennium Fountain Renovation to Strenstrom Excavation & Blacktop Group, of Rockford, Illinois in the amount of $536,293.30. The project is estimated to be completed in 2023. The funding source is DCEO Grant Funds/Redevelopment Funds, and Rockford Park District.

B. Award of Bid: Public Works Materials to Northern Illinois Service, of Rockford, Illinois, Curran Contracting of Crystal Lake, Illinois, Rock Road Companies, of Janesville, Wisconsin, N-TRAK Group, of Loves Park, Illinois for an estimated annual value of $200,000.00 (based on unit pricing). The contract duration is through August 31, 2024. The funding source is Various Departmental Operating Budgets.

C. Award of Bid: Newburg Box Culvert Repair to DPI Construction, Inc., of Pecatonica, Illinois in the amount of $29,926.91. The project is expected to be completed by October 20, 2023. The funding source is CIP General Fund.

D. Award of Joint Purchasing Contract: Janitorial Supplies to HD Supply Facilities Maintenance LTD, of Atlanta, Georgia for an annual amount of $105,000. The contract duration is one (1) year with a one-year optional renewal. The funding source is Various Operating Budgets.

E. Award of RFP: Housing Needs Assessment and Market Study to Redevelopment Resources, of Madison, Wisconsin in the amount of $66,080.00. The contract duration is six (6) months. The funding source is U.S. Department of Housing and Urban Development (HUD) HOME Administration & Community Development Block Grant (CDBG) Allocations.

F. Change Order Engineering Agreement: Alpine Dam Rehabilitation to HNTB Corporation, of Chicago, Illinois.

Original amount: $469,894.00

First amendment: $102,980.00

Additional amount: $ 64,254.00

Total amount: $637,128.00

In order to facilitate the use of the grant funds it is necessary to combine the separated plans & specifications for the concrete and earthen work into one bid document. This agreement amendment covers the consolidation of separate plans and specifications into one document.

G. Acceptance of Winnebago County Community Mental Health Board Grant Award for Inclusive Wellness Programming at the Family Peace Center in the amount of $200,000. The grant does not require a cost match and the grant term is from September 1, 2023 to May 31, 2024. The grant award will provide funds to increase mental health and wellness support for survivors, staff, and partners at the Family Peace Center.

H. Acceptance of Illinois Department of Commerce & Economic Opportunity Grant Award in the amount of $1,380,999.84. The grant does not require a cost match. The grant award will provide funds to allow for the continuation of the Multi victimization program, which provides Project Management, Front Line Crisis Navigation and Case Management to survivors of intimate partner violence who have experienced multiple victimizations. The grant funds awarded to the Mayor's Office of Domestic and Community Violence Prevention will be used to pay for costs associated with two full-time Project Managers to oversee the programs, including salary, benefits, office equipment, travel expenses and training. Grant funds will also pay for two Front Line Crisis Navigators and three Case Managers, as well as each position's salary, benefits, office equipment, travel expenses and training.

I. Acceptance of Change to MOU partner on the 2022 Grants to Engage Men and Boys as Allies in the Prevention of violence Against Women and Girls Program. The Wright Way provided written notice of their withdrawal of partnership and participation from the grant and at the direction of the Office on Violence Against Women, the Mayor's Office of Domestic and Community Violence Prevention has updated the Memorandum of Understanding to add Comprehensive Community Solutions, Inc. as the documented replacement partner.

J. Acceptance of Fiscal Year 2024 Illinois Department of Human Services - Greater Illinois Violence Prevention Council Coordinator Award in the amount of $114,427.00. The project period is 12 months. Awardees are eligible to request continued funding in future fiscal years. The grant award will provide funds to support a full-time employee who will organize, convene and manage the local Violence Prevention Coordinating Council (formerly the Local Advisory Council), related activities and, all administrative grant-related tasks. This position is one hundred percent grant funded and is a budget-neutral position for the City of Rockford.

K. Approval of the Application and Acceptance of Winnebago County Community Mental Health Board (WCCMHB) grant for the Integrated Mobile Partners Action Crisis Team (IMPACT) in the amount of $451,000.00. The Health & Human Services grant term is from September 1, 2023 to May 31, 2024 and does not require a cost match. The grant award will provide funds for funding five (5) Mental Health Navigators and one (1) Housing Navigator to assist mentally ill and/or substance addicted unhoused individuals (Winnebago County only) navigate through services they may need or require along with housing.

L. Acceptance of Winnebago County Community Mental Health Board: Crisis Co Responder Team Grant Award in the amount of $1,923,142.35. The grant does not require a cost match and the grant term is June 1, 2023 to May 31, 2024. The grant award will continue funding of the RPD's crisis co-response teams, including the partner agencies (Rosecrance, Winnebago County Sheriff, and Loves Park Police Department). The goal of the program is to connect individuals to appropriate services in order to reduce 911 calls and potential involvement in the criminal justice system.

M. Acceptance of Winnebago County Community Mental Health Board: Mobile Integrated Health Grant Award in the amount of $1,449,958.84. The grant does not require a cost match and the term is from September 1, 2023 to May 31, 2024. The grant will continue funding of the RFD's Mobile Integrated Health - Behavioral Health Program, including the partner agencies (UW-Health). The grant will fund five (5) Mental Health Navigators and one (1) Housing Navigator to assist with filling in the gap of the under serviced mentally ill and/or substance addicted un-housed individuals living in Winnebago County.

N. Approval of the Application and Acceptance of Community Foundation of Northern Illinois (CFNIL) grant a Youth Housing Stabilization award in the amount of $30,000. The Health & Human Services grant term is for one year and does not require a cost match. The grant will fund one (1) Housing Advocate who will work directly with the homeless youth to ensure their housing stability with the direct goal of ending homelessness.

O. Approval of the Application and Acceptance of Point Source Youth to receive a Direct Cash Transfer as Prevention Program Grant Award in the amount of $30,000. The Health & Human Services grant term is for one year starting September 2023 to August 2024. The grant does not require a cost match. The grant award will provide funds for one Housing Advocate who will work directly with the homeless youth to ensure their housing stability with the direct goal of meeting our ending homelessness.

P. Acceptance of Department of Commerce and Economic Opportunity (DCEO) Liheap Health & Human Services Supplemental Grant Award for an additional $1,507,895.00 (for a grant total of $3,743,895.00) . The grant term is from March 1, 2023 to June 30, 2024 and is extended to the upcoming PY24 grant. The grant does not require a cost match. The Health & Human Services grant award will provide funds for approved client's electric and/or heating bills, client's energy usage education, staff training, payroll, and administration.

Q. Approval of Application and Acceptance of Community Solutions to receive a Case for Community Investment (Built for Zero)-Landlord Engagement Grant in the amount of $26,910.00. The Health & Human Services grant does not require a cost match and the grant term is from September 1, 2023 to March 31, 2024. The grant award will provide funds for 1 Housing Advocate who will work directly with the landlords and to establish a future pipeline to getting homeless people/families housed.

R. Acceptance of the No Cost Extension for U.S. Department of Health and Human Services Office of Minority Health, Community Program to Improve Minority Health Grant Award. Attached are the amended agreements for an additional year of performance with our key partners, UIC College of Medicine Office of Health Literacy and CURA Strategies, through June 30 2024.
