Village of Rockton Public Works Committee met July 31.

Here are the minutes provided by the committee:

Chairwoman May called the regular meeting of the Public Works Committee to order at 6:30 pm. Members present: Mayor Peterson, Dan Barber, Arianne Honkamp, Jodi May and Don Self Staff present: Adam Bunge

Absent: Dan Baumgartner & Kevin Bunge

Motion by Mrs. Honkamp, second by Ms. May, to waive the reading of and approve the minutes of July 17, 2023. All ayes. Motion approved 3-0.

PUBLIC COMMENT

None.

VILLAGE ENGINEER – KEVIN BUNGE

Village Engineer Adam Bunge gave his report. A copy of the engineering status report is on file with the Village Clerk’s office.

MAYOR – JOHN PETERSON

None.

WATER, SEWER, & GARBAGE – JODI MAY

Ms. May stated that Ordinance 2023-19: An Ordinance Amending Chapter 51 – Sewer Service, of the Code of Ordinances of the Village of Rockton, Illinois Regarding Control of the Volume and Types of Discharge into the Sewer System and Ordinance 2023-20: An Ordinance Amending Chapter 53 – Water Service, of the Code of Ordinances of the Village of Rockton, Illinois Regarding Cross Connection Control are up for approval at the Village Board meeting on August 1, 2023. The Committee was okay with this.

Motion by Ms. May to approve the purchase requisition for Gasvoda & Associates for an ISCO flow meter in the amount of $5,378, second by Mrs. Honkamp. Roll call. All ayes. Motion approved 2-0

STREETS AND WALKS – DAN BAUMGARTNER

Mrs. Honkamp stated that the special events application for the “HHS Homecoming Parade” to be held on Friday, October 13th at 4 pm in downtown Rockton is up for approval at the Village Board meeting on August 1, 2023. The Committee was okay with this.

Motion by Mrs. Honkamp to approve the purchase requisition for Sealmaster for traffic paint in the amount of $6,664.50, second by Mrs. May. Roll call. All ayes. Motion approved 2-0.

Mrs. Honkamp stated that the low bid for the Blackhawk railroad crossing was from Stenstrom Excavation in the amount of $32,949 and that this is up for approval at the Village Board meeting as well. The Committee was okay with this.

BUILDINGS AND PARKS – ARIANNE HONKAMP

None.

PUBLIC WORKS – DAN BARBER

Mr. Barber stated that the Public Works Department replaced two fire hydrants.

Mr. Barber said that he is getting prices to sealcoat the parking lots at Village Hall and Hawick Street and the Tacchi USA parking lot. Mr. Barber added that he is also getting prices for the walking path in Settler’s Park.

Mr. Barber advised the Committee that they need to start thinking about a sales tax referendum in the next 6-8 months so that it can be placed on the ballot.

Mr. Barber said that the weeds are horrible on Race Street and that Mr. Bunge is going to talk to the contractor in regards to this.

Mr. Barber stated that the pump house on Prairie Street needs to be replaced soon and that he would like to go over specs on this.

Mr. Barber stated that the Public Works Department moved some office furniture from the Goldie Floberg building over to the police department and he thanked Chief Hollinger for buying Dairyhaus for the guys.

PARKS & RECREATION DIRECTOR – DON SELF

Mr. Self stated that Nelson Carslon will be replacing the RPZ at the swimming pool after the season is over.

Mr. Self said that football starts tonight at the Rockton Athletic fields.

Mr. Self added that the garage door at Barwood is not working due to a broken spring and that it’s going to cost approximately $150 to have it repaired.

Mr. Self inquired how the Committee would like him to proceed regarding filling four vehicle orders with Enterprise. Mr. Self explained that the vehicles can’t be ordered and that they have to move with what is located on car lots. Mr. Self said that they aren’t going to rush because they need to do this right. Ms. May asked Mr. Self if a vehicle is located, if they had enough time to do a call around. Mr. Self said that he could definitely do this because they will hold a vehicle for a certain period of time.

ANY OTHER BUSINESS ALLOWED BY LAW

Mr. Barber advised the Committee that Service Line Warranties of America (SLWA) revised the letter that they are sending to residents in regards to water/sewer line coverage. Mr. Barber said that it’s completely up to residents whether they wish to purchase one or both policies. The Committee was okay with this.

Mr. Barber added that Atty. Szeto is currently reviewing the class action lawsuit that Napoli Shkolnik is representing the Village in along with other communities in regards to PFAS contamination in water supplies.
