Village of Rockton Public Works Committee met Sept. 5.

Here are the minutes provided by the committee:

Chairwoman May called the regular meeting of the Public Works Committee to order at 5:30 pm. Members present: Mayor Peterson, Dan Barber, Dan Baumgartner, Arianne Honkamp, Jodi May and Don Self

Absent: Adam Bunge & Kevin Bunge

Motion by Mrs. Honkamp, second by Mr. Baumgartner, to waive the reading of and approve the minutes of August 14, 2023. All ayes. Motion approved 3-0.

PUBLIC COMMENT

None.

VILLAGE ENGINEER – KEVIN BUNGE

Village Engineers Kevin Bunge and Adam Bunge were absent. An engineering status report was unavailable. Mr. Barber briefly went over engineering updates with the Committee.

MAYOR – JOHN PETERSON

Mayor Peterson stated that he spoke with John Cabello (Illinois State Representative) in regards to hooking up the homes in the township to the Village’s water and sewer and he advised that he is still working on it.

Mayor Peterson advised the Committee that he met with the Winnebago County Housing Authority (WCHA) and that they would like to move forward with acquiring the Goldie Floberg property. Mayor Peterson said that the WCHA was okay with paying 80% of the value of the property. Mayor Peterson added that he has to talk to Atty. Szeto about splitting off a portion of the property for the Goldie Floberg Park.

WATER, SEWER, & GARBAGE – JODI MAY

Motion by Ms. May to approve the purchase requisition for Sherwin Industries for manhole and water valve box street rings in the amount of $6,353.55, second by Mrs. Honkamp. Roll call. All ayes. Motion approved 3-0.

Ms. May stated that the purchase requisition for Rock Valley Fence to install fencing around Well #10 in the amount of $13,847 is up for approval at the Village Board meeting later in the evening. The Committee was okay with this.

STREETS AND WALKS – DAN BAUMGARTNER

Mr. Baumgartner discussed the Colebrook drainage issue with the Committee. Mr. Barber stated that last year the Village installed sod in front of this particular home on Colebrook and it looked great, but that the salt draining off the roadway in the winter months killed the grass. Mr. Barber stated that he met with the homeowner and discussed some options. Mr. Barber advised the homeowner that he would discuss this further with the Committee. The Committee agreed not to move forward with another fix. Ms. May stated that if the homeowner would like to come to a meeting to discuss this further, they are welcome to do that.

Mr. Baumgartner stated that the low bid for W. Franklin Street and Village improvements was from Northern Illinois Service Company in the amount of $681,787. Mr. Baumgartner said that this is up for approval at the Village Board meeting later in the evening. The Committee was okay with this.

Mr. Baumgartner added that there are two Motor Fuel Tax (MFT) Resolutions up for approval at the Village Board meeting as well. Resolution 2023-109 is for the engineering costs for the Safe Route to School ($40,000) and Resolution 2023-110 is for $340,000 and is done every year. The Engineer’s estimate was for $323,000, but this allows a little bit of a cushion. The Committee was okay with both of the resolutions.

BUILDINGS AND PARKS – ARIANNE HONKAMP

None.

PUBLIC WORKS – DAN BARBER

Mr. Barber stated that there have been a lot of issues with components in control panels for lift stations, well houses and the sewer plant that have needed maintenance recently.

Mr. Barber added that he attended a meeting with Winnebago County and that the Village is considered at medium risk for water contamination. Mr. Barber said that the IEPA will be here on Thursday and that the Village has addressed a lot of the needs on the inspection report in regards to water.

PARKS & RECREATION DIRECTOR – DON SELF

Mr. Self stated that the part-time employee is done for the season so he has been very busy keeping up on things. Mr. Self said that he has been working quite a bit at the pool as well. Mr. Self advised the Committee that Nelson Carlson is coming to do the RPZs at the pool (since it has been drained) and that this was approved a while back.

Mr. Self stated that fall baseball starts tonight at the athletic fields and that the athletic complex is very busy right now.

Mr. Self advised the Committee that the part-time employee backed out at the pool and hit a telephone pole and damaged the Village truck so it’s getting fixed right now.

Mr. Self said that he is still working on preliminary numbers for the pool.

ANY OTHER BUSINESS ALLOWED BY LAW

None.

Motion by Mrs. Honkamp, second by Mr. Baumgartner to adjourn at 5:58 pm.
