City of Rockford Historic Preservation Commission met Sept. 12.

Here are the minutes provided by the commission:

Present: Valerie Olafson, Amanda Becker, Maureen Kirschmann, Frank St. Angel, and Jennifer Spencer Absent: Kathleen Kline, Alderman Mark Bonne

Staff: Rudy Moreno, Scott Capovilla, John Wuich

Other: John Pixler, Helena Faltyn

Meeting was called to order at 5:30 PM by Chairperson Jennifer Spencer

Roll Call and Determination of Quorum:

Five members present and two absent – Quorum.

Public Hearing:

None

Approval of Minutes

A MOTION was made by Commissioner Valerie Olafson to APPROVE the August 8, 2023 meeting minutes. The MOTION was SECONDED by Commissioner Frank St. Angel and CARRIED by a vote of 5-0

A MOTION was made by Commissioner Olafson to APPROVE the August 16, 2023 meeting minutes. The MOTION was SECONDED by Commissioner Maureen Kirschmann and CARRIED by a vote of 5-0

New Business:

Request for Certificate of Appropriateness – John Pixler – 920 Garfield Avenue – repair and replace damaged bricks and mortar on the front entry steps with matching materials. John Pixler, father of home owner, explained the scope of work to the HPC.

A MOTION was made by Commissioner Olafson to APPROVE the application for the Certificate of Appropriateness for 920 Garfield Avenue. The MOTION was SECONDED by Commissioner Kirschmann and CARRIED by a vote of 5-0

Request for Certificate of Appropriateness – Zachary J. Buchanan – 1414 Brown Hills Road – replace two existing wooden fence sections and posts with matching materials. Rudy Moreno, HPC Secretary, explained the Applicant informed him that he could not make the meeting.

Commissioner Spencer and Commissioner Olafson discussed the proposed work.

Commissioner St. Angel commented on the scope of work and location.

A MOTION was made by Commissioner Amanda Becker to APPROVE the application for the Certificate of Appropriateness for 1414 Brown Hills Road. The MOTION was SECONDED by Commissioner Olafson and CARRIED by a vote of 5-0

Request for Certificate of Appropriateness – Helena & Jerzy Faltyn – 630 Garfield Avenue – replace an existing 6-foot wooden fence with matching materials.

Helena Faltyn, homeowner, explained the existing fence conditions and scope of work.

Commissioner Spencer and Ms. Fatlyn discussed the location of the proposed work.

Commissioner St. Angel and Ms. Fatlyn discussed the existing and proposed fence posts.

A MOTION was made by Commissioner Kirschmann to APPROVE the application for the Certificate of Appropriateness for 630 Garfield Avenue. The MOTION was SECONDED by Commissioner Olafson and CARRIED by a vote of 5-0

Communication and staff report:

Scott Capovilla, Planning and Zoning Manager, discussed the new commission member. Commissioner Olafson informed the HPC about a derelict house located in the Haight Village Historic District. Adjournment:

With no other business Commissioner Olafson made a MOTION to ADJOURN. The MOTION was SECONDED by Commissioner Becker and CARRIED by a vote of 5-0

The meeting was adjourned at 5:48 pm
