City of Rockford Traffic Commission met met Sept. 13.

III. TRAFFIC REQUESTS
A. New Business
1. Request in the 13th Ward, by Nathan Holmes, 409 Webster Avenue, to establish yield control at the intersection of Foster Avenue and Berkley Street. (K. Lin commented that traffic volumes are low and there have been no accidents. C. Tumeo noted that most of the other intersections along Foster Avenue are controlled. Commission recommended establishing yield control at the intersection with Berkley Street yielding for Foster Avenue. Motion by C. Tumeo, seconded by B. Strawser, Voted 9-1).
2. Request in the 13th Ward, by Nathan Holmes, 409 Webster Avenue, to establish yield control at the intersection of Howard Avenue and Berkley Street. (It was noted that volumes on Howard Avenue were lower than on the adjacent streets and that not all the other intersections along Howard Avenue were controlled. Commission recommended taking “No Action.” Motion by D. Ward, seconded by D. Bissell, Voted 9-1).
3. Request in the 13th Ward, by Nathan Holmes, 409 Webster Avenue, to establish yield control at the intersection of Webster Avenue and Berkley Street. (Similar to Foster Avenue, volumes are low and there have been no accidents but all other intersections along Webster Avenue are controlled. Commission recommended establishing yield control at the intersection with Berkley Street yielding for Webster Avenue. Motion by C. Tumeo, seconded by P. Yarbrough, Voted 9-1).
4. Request in the 11th Ward, by Alderman Isidro Barrios, to establish two way stop control of 8th Street stopping for 17th Avenue. (K. Lin commented that traffic is fairly balanced at this intersection and that there have been four accidents, one with injury, in our study timeframe. Three were listed as “failure to yield right of way.” Most adjacent intersections are controlled, many with stop signs. Commission recommended establishing two-way stop control of 8th Street stopping for 17th Avenue. Motion by C. Ketton, seconded by P. Yarbrough, Voted 10-0).
5. Request in the 11th Ward, by Alderman Isidro Barrios, to establish two way stop control of 12th Street stopping for 13th Avenue. (Mr. Floyd Fluaitt spoke on behalf of this request and stated that there have been numerous accidents, some which are not reported. He commented that vehicles and properties have been struck in the past. He also noted that there are several bus stops near this location. K Lin confirmed that there have been three reported accidents in the study time frame. Commission recommended establishing two-way stop control of 12th Street stopping for 13th Avenue. Motion by D. Bissell, seconded by C. Ketton, Voted 10- 0).
6. Request in the 4th Ward, by Eddie Torrance, to establish all-way stop control at the intersection of Pepper Drive and Hermitage Trail, thus repealing the existing traffic control of Hermitage Trail stopping for Pepper Drive. (K. Lin commented that traffic volumes do not meet warrants for an all-way stop and the accident criteria is not met as well.
The accident in the study timeframe and many accidents prior to the study period are related to the curve. K. Lin commented that while under special circumstances, stop signs can be used to address intersection geometry issues, other measures, such as additional warning signage will likely be more beneficial. Commission recommended laying the item over so that city staff can evaluate these other measures. Motion by C. Tumeo, seconded by B. Strawser, Voted 10-0).
