Village of Rockton Administration Committee met Sept. 18.

Here are the minutes provided by the committee:

Chairman Danielson called the regular meeting of the Administration Committee to order at 5:30 pm. Members present: Mayor Peterson, Scott Danielson, Dave Winters and Justin York

Staff present: Dan Barber, Tricia Diduch and Chief Hollinger

Motion by Mr. Winters, second by Mr. York to waive the reading of and approve the minutes of September 5, 2023. All ayes. Motion approved 3-0.

PUBLIC COMMENT

None.

MAYOR – JOHN PETERSON

Mayor Peterson advised the Committee that the Winnebago County Housing Authority (WCHA) is still interested in the Goldie Floberg property and that he has another meeting with them on October 3rd.

COMMUNITY DEVELOPMENT – SCOTT DANIELSON, CHAIRMAN

Motion by Mr. Danielson to approve the WIFR marketing for Small Business Saturday and the Rockton Christmas Walk at a cost of $6,500, second by Mr. Winters. Roll call. All ayes. Motion approved 3-0. Ms. Diduch stated that we purchased this last year and that it was a good package for advertising.

PUBLIC SAFETY & LEGAL – DAVE WINTERS

Mr. Winters stated that they finally received some budget numbers and that he has a few concerns regarding some of the engineering costs. Mr. Winters inquired if they were coded properly and said that maybe a few things can be recoded. Mr. Winters said that this can be discussed further tomorrow evening at the Budget & Finance meeting.

ADMINISTRATION – JUSTIN YORK

Mr. York stated that there will be an executive session at the Village Board meeting tomorrow evening to discuss some Information Technology (IT) issues.

Mr. York advised the Committee that he wanted to talk to Garcea Technologies further about the Microsoft licensing upgrade because he thought that this was already taken care of.

Mr. York also discussed the maintenance agreement for Garcea Technologies and stated that this includes up to 8 hours/month at $110/hour. Mr. York said that this is to maintain the security and that this has to be done, but he would prefer that this came out of the “bucket of hours” instead of how Garcea Technologies is outlining the maintenance agreement. Mr. York inquired if Garcea isn’t on site for those 8 hours/month. Mr. York stated that he asked Jeff from Garcea Technologies to come tomorrow evening for the Village Board meeting and that this could be discussed further as well.

THE CHIEF– MATT HOLLINGER

Chief Hollinger advised the Committee that the “Blues & BBQ” event was a success on Wednesday evening and that the Rockton Police Association increased their revenue. Mayor Peterson suggested that this be added to the Rockton River Market schedule as well. Chief Hollinger stated that the Village may want to look into a PA system for next year because it would have been helpful for the K-9 demonstration. Mr. York said that he can help with this and that a PA system can also be used at other Village events.

Chief Hollinger stated that the new police recruits are doing great and that they are near the halfway point of their field training.

Chief Hollinger said that the Rockton Lions Club meeting is this Thursday and that the police department has an idea for their wish list. Chief Hollinger said that they would like to add onto their cameras at Settlers Park and that he hopes the Rockton Lions Club would consider helping.

PLANNING & DEVELOPMENT ADMINISTRATOR – TRICIA DIDUCH

Ms. Diduch stated that they had the last of the three Historic Preservation walking tours. Ms. Diduch said that they are also having a cemetery walking tour on October 13th and that they are expecting a great turnout for this.

Ms. Diduch inquired if anyone knows of any companies that the Village could approach for the Rockton Christmas Walk to help with donations.

Ms. Diduch added that she is going to be asking the Rockton Lions Club for a contribution for the Christmas tree that the Village purchased.
