Village of Rockton Public Works Committee met Oct. 2.

Here are the minutes provided by the committee:

Mr. Baumgartner called the regular meeting of the Public Works Committee to order at 6:33 pm. Members present: Mayor Peterson, Dan Barber, Dan Baumgartner, Arianne Honkamp and Don Self Staff present: Adam Bunge

Absent: Jodi May

Motion by Mrs. Honkamp, second by Mr. Baumgartner, to waive the reading of and approve the minutes of September 18, 2023. All ayes. Motion approved 2-0.

PUBLIC COMMENT

None.

VILLAGE ENGINEER – KEVIN BUNGE

Village Engineer Adam Bunge gave his report. A copy of the engineering status report is on file with the Village Clerk’s office.

MAYOR – JOHN PETERSON

Mayor Peterson stated that he has a meeting tomorrow morning with Winnebago County Housing Authority (WCHA) and their contractor at the Goldie Floberg building.

Mayor Peterson said that Hendricks Commercial properties isn’t interested in the Sonoco property at this time. Mayor Peterson said that he is going to reach out to Lena Brewing Company to see if they are possibly interested in the property.

Mayor Peterson stated that the police department received a $10,000 donation from the Rockton Lion’s Club for security cameras at Settlers Park. Mayor Peterson added that Ms. Diduch is going on Thursday to the Rockton Lion’s Club meeting to ask for a donation for the Christmas tree that the Village recently purchased.

Mayor Peterson advised the Committee that Ms. Diduch is meeting with Blink on October 13th in reference to charging stations in the Village.

Mayor Peterson commented that the Illinois Municipal League (IML) conference was okay this year and stated that he would like Ms. Diduch to look into an Airbnb ordinance for the Village before it becomes an issue.

Mayor Peterson stated that he is working with South Beloit, Roscoe and Winnebago County in reference to emergency response situations and what the responsibility should be at the administrative level.

WATER, SEWER, & GARBAGE – JODI MAY

None.

STREETS AND WALKS – DAN BAUMGARTNER

None.

BUILDINGS AND PARKS – ARIANNE HONKAMP

Motion by Mrs. Honkamp to approve the purchase requisition for McGilvra Electric for septic pump replacement at the Settlers Park pavilion in the amount of $3,579.92, second by Mr. Baumgartner. Roll call. All ayes. Motion approved 2-0.

Motion by Mrs. Honkamp to approve an appraisal for the Goldie Floberg building at a cost not to exceed $2,000, second by Mr. Baumgartner. Roll call. All ayes. Motion approved 2-0.

Mrs. Honkamp added that the special events application for “Elevate and Inspire Family Faith Night” to be held on Saturday, October 7th from 4-7 pm at Village Green Park is up for approval at the Village board meeting on October 3, 2023. Mr. Self stated that he had a special events application completed for the event because there will be amplified music and a bouncy house. The Committee was okay with this.

PUBLIC WORKS – DAN BARBER

Mr. Barber stated that he has a lot going on with the Public Works Department. Mr. Barber said that hydrant flushing started today and that they are also going through town and locating curb boxes. Mr. Barber stated that the Public Works Department is putting the dirt back after they are done in the right of way in case residents call and ask.

Mr. Barber added that he spoke with Atty. Szeto in reference to the Village’s noise ordinance because he received three complaints when they were running the street sweeper in the middle of the night. Atty. Szeto suggested that public works equipment and vehicle be added to the list of exemptions. Mr. Barber said that he should have the ordinance by the next meeting for approval.

Mr. Barber stated that the sewer lining project is complete and that it went very smooth. Mr. Barber advised the Committee that they are still working on water and storm sewer mapping and that they found five or six new sewer mains that they didn’t know about. Mr. Barber commented that this is very important information for the Village to have that’s current and up to date.

Mr. Barber added that when the IEPA was here a few weeks ago that they discussed the ventilation in the chemical room and that it’s required to have this done. Mr. Barber also discussed adding phosphate to Well #5 and stated that the magnesium was just a little bit high in Well #7 and #9. Mr. Barber stated that we may be able to get a waiver and not have to treat it depending on the next test results. Mr. Barber said that he will keep everyone updated in regards to this.

Mr. Barber also discussed the lead and copper replacement in the Village and that he is waiting for more information from the Illinois Municipal League (IML).

PARKS & RECREATION DIRECTOR – DON SELF

Mr. Self stated that October is very busy at the athletic fields between baseball, soccer and football.

Mr. Self advised the Committee that he is working on being compliant after the fire inspection was completed a few weeks ago.

ANY OTHER BUSINESS ALLOWED BY LAW

None.

Motion by Mrs. Honkamp, second by Mr. Baumgartner to adjourn at 7:02 pm.
