Village of Rockton Budget & Finance Committee met Oct. 3.

Here are the minutes provided by the committee:

Chairman Winters called the regular meeting of the Budget & Finance Committee to order at 6:30 pm. Members present: Mayor Peterson, Scott Danielson, Michelle Prather and Dave Winters Staff present: Tricia Diduch & Chief Hollinger

Absent: Dennis Hildebrandt & Jodi May

Motion by Mr. Danielson, second by Mr. Winters, to waive the reading of and approve the minutes of September 19, 2023. All ayes. Motion approved 2-0.

PUBLIC COMMENT

None.

SPECIAL WARRANT CONSIDERATIONS

None.

RECOMMENDATION OF PAYMENT

Bills were reviewed and recommended for approval in the amount of $248,244.20.

MAYOR PETERSON

Mayor Peterson that he met with the Winnebago County Housing Authority (WCHA) and their contractor in reference to the Goldie Floberg building today. Mayor Peterson advised the Committee that the closing on the property will not happen until the third quarter of next year sometime. Mayor Peterson said that the Village needs to get an appraisal done on the property and that the appraisal was approved last night at the Public Works Committee meeting. Mayor Peterson added that WCHA talked a little bit about the usage of the building and that they are very interested in moving forward. Mayor Peterson said that once WCHA obtains the building that they won’t be done with work on the building until January 2026.

Mayor Peterson also discussed the 9-1-1 agreement between Winnebago County and other surrounding municipalities, including the Village. Mayor Peterson said that Ms. Hughes, former Village Treasurer, thought that the payments were done with the county in 2023, but that they actually continue and will cost approximately $48,000 this year and will increase every year after that. Mayor Peterson stated that he would like Chief Hollinger to start attending PSAP (Public Safety Answering Point) meetings with him in the future.

Mayor Peterson stated that Mr. Hildebrandt has been sending out emails to everyone in reference to information he needs by the end of the week for the auditors.

VILLAGE TREASURER, DENNIS HILDEBRANDT

Mr. Winters stated that Mr. Hildebrandt emailed the cash needs report and that there are sufficient funds to pay the bills/payroll.

SCOTT DANIELSON, TRUSTEE

Mr. Danielson inquired if we were able to obtain reports as to where we were at this time last year. Ms. Prather stated that she will email this information out to everyone.

None.

ANY OTHER BUSINESS ALLOWED BY LAW

None.

ADJOURN

Motion by Mr. Danielson, second by Mr. Winters, to adjourn at 6:39 pm.
