Village of Rockton Board of Fire & Police Commissioners met Oct. 10.

City of Rockford Planning & Development Committee board:

Pursuant to a posted Notice and Agenda, the regular monthly meeting of The Village of Rockton Board of Fire and Police Commissioners convened at 6:30 p.m. on October 10, 2023 in the Rockton Municipal Center, 110 East Main Street, Rockton, Illinois. The meeting was called to order at 6:30 p.m. by Chairman Stewart.

ROLL CALL AND ATTENDANCE

Chairman Stewart, Commissioner Connors and Commissioner Nicosia were present and responded for roll call. Police Chief Hollinger and Attorney Charles Kostantacos were also in attendance.

MINUTES

The Minutes of the September 12, 2023 regular meeting had been distributed to the Commissioners prior to the meeting. The Minutes were reviewed and discussed. Commissioner Connors moved to approve the Minutes as drafted. Commissioner Nicosia seconded the motion and it passed by unanimous roll call vote.

COMMUNICATIONS

Commissioner Connors reported that no mail had been received in the Commission mailbox and the Commission had received no email.

PUBLIC COMMENT

None.

UNFINISHED BUSINESS

Chief Hollinger followed up with Village Council on the request for increases for the Commissioners compensation. Any changes would have to be request for the next budget year which begins 6/1/24. Commissioners will study the comparable further and be prepared to present a request at that time.

Attorney Kostantacos presented draft changes for the rules and regulations. Commissioners reviewed and discussed said changes. Attorney Kostantacos will work on a final draft for the Commissions consideration.

NEW BUSINESS

Chief Hollinger and Attorney Kostantacos are working to finalize the applicant testing with Stanard & Associates. The testing announcement will be pushed out in the next coming days and testing will commence on November 14, 2023 at HHS. Recruiting efforts will be for entry level and lateral applicants at the same time.

In addition, Chief Hollinger decided to secure a spot for the May 7,2024 police academy allotting plenty of time for the testing process.

Chief Hollinger reported that Officer Penny Cure will be retiring with twenty years of service.

Chairman Stewart discussed attendance for the IL Fire & Police Commissioners Association Fall Seminar (11/4 11/6, 2023). Chairman Stewart will be attending as will Attorney Kostantacos. Commissioners Connors and Nicosia had scheduling conflicts.

Commissioners discussed the value of remaining members of the ILFPC for the future. The Association is voluntary and presently offers no online resources. Members are encouraged to attend annual seminars on the Village's expense. Chairman Stewart will attend and report back with his opinion on the return of investment in continuing membership.

ATTORNEY REPORT

PAYMENT OF BILLS

Attorney Kostantacos presented his invoice for legal services for the month of September 2023 totaling $300.00. Chairman Stewart moved to approve payment, Commissioner Nicosia seconded the motion and it was adopted by unanimous roll call vote.

OTHER COMMISSION BUSINESS OR DISCUSSION

None

ADJOURNMENT

Chairman Stewart moved to adjourn the meeting at 7:10 p.m. Commissioner Nicosia seconded the motion and it passed by unanimous vote.
