The Chair, Alderperson Wilkins, called the meeting to order at 5:38 p.m. 

II. INVOCATION 

Chaplain Mark Miller gave the invocation. Alderperson Wilkins led the Pledge of Allegiance.

III. PROCLAMATION 

Mayor McNamara read a proclamation proclaiming the week of October 9, 2023, to be Retro Gaming Week in the City of Rockford, Illinois.

IV. PUBLIC SPEAKERS 

1) Prophet Yusef quoted scripture and spoke on food insecurity in America.

2) John Tac Brantley gave an update on his efforts to raise funds to buy a van for his church. He also spoke about Indigenous Peoples' Day.

3) Joel Peltz spoke about a City noise ordinance on dog barking and dangerous dogs. 

V. COMMITTEE REPORTS 

1. Adoption of an Ordinance to Terminate the South Rockford Tax Incentive Financing (TIF) District. 

There was no discussion. Alderman Rose made a motion to approve. Alderman Durkee seconded. 

MOTION PREVAILED 4 TO 0.

RESULT: APPROVED BY COMMITTEE [UNANIMOUS] 

AYES: Tim Durkee, Bill Rose, Janessa Wilkins, Jeffrey Bailey 

ABSENT: Karen Hoffman

VI. RESOLUTIONS 

1. Application and the Award Acceptance for the Surface Transportation Block Grant (STBG) Program (Harrison Avenue Reconstruction). 

There was no discussion. Alderman Rose made a motion to approve. Alderman Durkee seconded.

MOTION PREVAILED 4 TO 0.

RESULT: APPROVED BY COMMITTEE [UNANIMOUS] 

AYES: Tim Durkee, Bill Rose, Janessa Wilkins, Jeffrey Bailey 

ABSENT: Karen Hoffman

2. Application and the Award Acceptance for the Surface Transportation Block Grant (STBG) Program (9th Street Two-Way Conversion). 

After some discussion, Alderman Rose made a motion to approve. Alderman Durkee seconded.

MOTION PREVAILED 4 TO 0.

RESULT: APPROVED BY COMMITTEE [UNANIMOUS]

VII. ADJOURNMENT 

Alderman Rose made a motion to adjourn. Alderman Durkee seconded the motion.
