Village of Rockton Board of Trustees met Oct. 17.

Here are the minutes provided by the board:

Mayor Peterson called the meeting to order at 7:00 pm.

Present: MayorPeterson, Mr. Baumgartner, Mr. Danielson, Mrs. Honkamp, Ms. May, Mr. Winters, Mr. York and Atty. Szeto

Staff present: Dan Barber, Tricia Diduch and Chief Hollinger

APPROVAL OF MINUTES

Motion by Mr. Winters, second by Mr. York, to waive the reading of the October 3, 2023 Village Board meeting minutes. All ayes. Motion approved 6-0.

Motion by Mr. Winters, second by Mrs. Honkamp, to approve the October 3, 2023 VillageBoard meeting minutes. All ayes. Motion approved 6-0.

AMENDMENTS TO THE AGENDA

None.

PUBLIC COMMENT

Dick Stasica, resident of 1018 Williamson Circle (Summit Condos) addressed the Village Board about his concerns in regards to the Red Barn Golf Course. Mr. Stasica stated that he and a few other residents of the Summit Condos met with the Administration Committee back in July and explained their concerns about golf balls damaging their property and breaking windowssince the Top Tracersimulator was added to the golf course. Mr. Stasica is asking that the Village Board eliminate the Top Tracer or add additional safety measures (such as a net or only allowing irons instead of drivers). Mr. Stasica added that the owner of the Red Barn has told them that he isn’t responsible for broken windows. Mr. Stasica also suggested that the Village enforce the nuisance ordinance which would allow the Red Barn to be fined. Mayor Peterson advised Mr. Stasica that the Village Board will discuss this further and decide what should be done to remedy the situation.

VILLAGE ATTORNEY

Atty. Szeto provided the Village Board with three addresses for them to look at in reference to the discussion from the last Village Board meeting in regards to temporary structures.

ZONING

Atty. Szeto advised the Village Board that the map amendment for 699 S. Blackhawk Boulevard has been withdrawn (Ordinance 2023-21). No further action was taken.

PUBLIC SAFETY AND LEGAL & BUDGET – MR. WINTERS

Mr. Winters shared the Rockton Police Department activity summary from October 1st – 15th with the Village Board.

Motion by Mr. Winters to approve the purchase requisition for Monarch for a security camera in Settlers Park in the amount of $6,321.49, second by Ms. May. Mr. Winters stated that this is a donation from the Rockton Lions Club. Roll call. Motion approved 5-0-1 (Mrs. Honkamp abstained).

Motion by Mr. Winters to approve the purchase requisition for Industrial Network Solutions for a cradlepoint for the security camerasin Settlers Park in the amount of $2,491.02, second by Mr. York. Mr. Winters stated that this is also being donated by the Rockton Lions Club. Roll call. Motion approved 5-0-1 (Mrs. Honkamp abstained).

Motion by Mr. Winters to approve the purchase requisition for Verizon Wireless for wireless service (1 Year) for the security camerasin Settlers Park in the amount of $431.88, second by Mr. Baumgartner. Mr. Winters stated that this is a donation from the Rockton Lions Club. Roll call. Motion approved 5-0-1 (Mrs. Honkamp abstained).

ADMINISTRATION – MR. YORK

Motion by Mr. York to ratify the consensus for Dell Technologies in the amount of $4,119.48 for the Microsoft licensing upgrade, second by Mr. Winters. Roll call. All ayes. Motion approved 6-0.

WATER, SEWER, AND GARBAGE – MS. MAY

Motion by Ms. May to approve the purchase requisition for McGilvra Electric to rebuild the control panel at the Prairie Street lift station in the amount of $21,383.85, second by Mr. Baumgartner. Roll call. All ayes. Motion approved 6-0.

Motion by Ms. May to approve the purchase requisition for 120 Water for the annual subscription/consulting services in the amount of $18,800, second by Mrs. Honkamp. Roll call. All ayes. Motion approved 6-0.

Motion by Mrs. May to approve Ordinance 2023-23: An Ordinance Amending Chapter 132 – Offenses Against Public Order, Section 132.05 – Unreasonable Noise, of the Code of Ordinances of the Village of Rockton, Illinois, second by Mrs. Honkamp. Roll call. All ayes. Motion approved 6-0.

COMMUNITY DEVELOPMENT – MR. DANIELSON

None.

BUILDINGS AND PARKS – MRS. HONKAMP

Mrs. Honkamp shared the activity summary for the Parks/Rec Department for the last two weeks with the Village Board.

STREETS AND WALKS – MR. BAUMGARTNER

None.

EXECUTIVE SESSION

None.

PAYMENT OF BILLS

Motion by Mr.Winters, second by Mrs. Honkamp, to pay bills in the amount of $426,109.83. Roll call. All ayes. Motion approved 6-0.

ADJOURN

Hearing no further business, motion by Mr.Winters,second by Mrs. Honkamp, to adjourn at 7:27 pm. All ayes. Motion approved 6-0.
