The Chair, Alderperson Wilkins, called the meeting to order by at 5:39 p.m. 

II. INVOCATION 

Chaplain Norma Borrero gave the invocation. Alderperson Wilkins led the Pledge of Allegiance.

III. PROCLOMATION 

Mayor McNamara read a proclamation proclaiming October 2023, as Domestic Violence Awareness month, in the City of Rockford, Illinois.

IV. PUBLIC SPEAKERS 

1) John Tac Brantley thanked the Chief of Police and Chief of Fire for addressing concerns with their respective department’s response times when called for service. He also gave an update on his efforts to raise funds for a church van.

2) Prophet Yusef quoted scripture and wished Alderperson Wilkins a happy birthday. 

V. COMMITTEE REPORTS 

1. Development Agreement between the City of Rockford and 815 Entertainment LLC for the East State Street Widening Project. 

Alderman Durkee expressed his support of the project. Alderman Durkee made a motion to approve. Alderperson Hoffman seconded. MOTION PREVAILED 5 to 0.

RESULT: APPROVED BY COMMITTEE [UNANIMOUS] 

AYES: Durkee, Hoffman, Rose, Wilkins, Bailey

VI. ADJOURNMENT 

Alderman Rose made a motion to adjourn. Alderman Bailey seconded the motion. MOTION PREVAILED by voice vote. The meeting adjourned at 5:55 p.m.
