Village of Rockton Board of Fire & Police Commissioners met Nov. 14.

Here are the minutes provided by the board:

Pursuant to a posted Notice and Agenda, the regular monthly meeting of The Village of Rockton Board of Fire and Police Commissioners convened at 6:30 p.m. on November 14, 2023 in the Rockton Municipal Center, 110 East Main Street, Rockton, lllinois. The meeting was called to order at 6:30 p.m. by Chairman Stewart.

ROLL CALL AND ATTENDANCE

Chairman Stewart and Commissioner Nicosia were present and responded for roll call. Attorney Charles Kostantacos was also in attendance. Commissioner Connors and Police Chief Hollinger were absent.

MINUTES

The Minutes of the October 10,2023 regular meeting had been distributed to the Commissioners prior to the meeting. The Minutes were reviewed and discussed. Commissioner Nicosia moved to approve the lt/inutes as drafted. Chairman Stewart seconded the motion and it passed by unanimous roll call vote.

CoMMUNIcATIONS

Chairman Stewart reported the following invoices had been received in the Commission mailbox: Rock Valley Publishing invoice for advertisements $54.00; Rock Valley Publishing invoice for advertisements $49.50; The Blue Line for advertisements $298.00; Face Book advertisements $20.00; The total of all the invoices received is $421.50

PUBLIC COMMENT

None.

UNFINISHED BUSINESS

Attorney Kostantacos presented a final draft for changes to the current rules and regulations. After brief discussion, Commissioner Nicosia moved to postpone this matter until the next regular Commission meeting since Commissioner Connors was absent. Chairman Stewart seconded the motion and it passed by unanimous roll call vote.

Chairman Stewart and Attorney Kostantacos both attended the Fall Seminar for the lL Fire & Police Commissioners Association. There was a brief overview presented and discussed. ln pertaining to legal matters, Attorney Kostantacos found it beneficial that he continues to attend the annual Seminars. Chairman Stewart shared his experience and takeaways from the Seminar. Commissioner Nicosia moved to postpone this matter until the next regular Commission meeting since Commissioner Connors was absent. Chairman Stewart seconded the motion and it passed by unanimous roll call vote.

NEw BUSINESS

Attorney Kostantacos distributed a Resolution establishing dates, times and location of Regular Meetings for 2024. The Resolution was reviewed and discussed. Commissioner Nicosia moved to approve the Minutes as drafted. Chairman Stewart seconded the motion and it passed by unanimous roll call vote.

ATTORNEY REPORT

Attorney Kostantacos discussed additional rule revisions he gathered from the Fall Conference for future consideration. Topics included practices for entry level testing and offering the exception of remote testing in certain circumstances. ln addition, he shared information relating to polygraphs that are used in the suburbs. Attorney Kostantacos distributed a detailed email for each Commissioner to review.

PAYMENT OF BILLS

Attorney Kostantacos presented his invoice for legal services for the month of October 2023 totaling $625.00. Commissioner Nicosia moved to approve payment, Chairman Stewart seconded the motion and it was adopted by unanimous roll call vote. Chairman Stewart moved to approve the ALL invoices received in the mail totaling $421.50, Commissioner Nicosia seconded the motion and it was adopted by unanimous roll call vote.

None.

ADJOURNMENT

Chairman Stewart moved to adjourn the meeting at 7'.24 p.m. Commissioner Nicosia seconded the motion and it passed by unanimous vote.
