Village of Rockton Administration Committee met Jan. 3.

Here are the minutes provided by the committee:

Chairman Danielson called the regular meeting of the Administration Committee to order at 5:00 pm. Members present: Mayor Peterson, Scott Danielson, Dave Winters and Justin York

Staff present: Dan Barber, Dan Baumgartner, Tricia Diduch and Chief Hollinger

Motion by Mr. Winters, second by Mr. York to waive the reading of and approve the minutes of December 18, 2023. All ayes. Motion approved 3-0.

PUBLIC COMMENT

Mr. Barber provided the Committee with information regarding the lead and copper water service replacements in the Village for them to review. Mr. Barber stated that he would like to have this information on the Village website soon, but would like the Committee to review the information first. Ms. Diduch added that once the information is approved she will put it on Village letterhead. Mr. Winters inquired if the information should be sent to the Roscoe/Rockton news. Ms. Diduch advised that the Village can do a press release once everything is finalized. Mr. Barber stated that the Village will also provide water testing for any residents that would like it done and that it will cost $20 which will be added onto the resident’s next water bill. Mr. Barber added that he purchased three water filters in case they are needed for residents to meet IEPA water regulations.

MAYOR – JOHN PETERSON

Mayor Peterson commented that he has an article that discusses a small town in Pennsylvania that had their water system hacked in case anyone wants to read about it. Mayor Peterson stressed that’s why the Village continues to make changes and improve our information technology system.

Mayor Peterson stated that the Village currently doesn’t have an ordinance in regards to Airbnb’s and that we need to start thinking about this. Mayor Peterson said that he has been getting questions lately about Airbnb’s and that the Village needs to address this.

Mayor Peterson said that the Village hired a new Village Treasurer that will start on January 15th.

Mayor Peterson advised the Committee that he and Mr. Barber will be meeting with Rock River Disposal to discuss extending the garbage agreement before it expires in two years. Mayor Peterson said that South Beloit is also going to meet with Rock River Disposal and he hopes that this will appeal to them and the Village can maintain good rates for its residents.

Mayor Peterson stated that he and Ms. Diduch discussed electric car charging stations in the Village and that some grant opportunities may be coming down the road. Mayor Peterson believes that the federal government is going to pour some money into this and that the Village isn’t in any hurry at this point.

COMMUNITY DEVELOPMENT – SCOTT DANIELSON, CHAIRMAN

Mr. Danielson stated that the annual contribution for Stateline Mass Transit District (SMTD) in the amount of $25,000 is up for approval at the Village Board meeting later in the evening. The Committee was okay with this.

PUBLIC SAFETY & LEGAL – DAVE WINTERS

Mr. Winters stated that Resolution 2024-101: A Resolution of the Village of Rockton, Illinois Authorizing an Inter-Agency User Agreement with the Illinois State Police (Fingerprinting) is up for approval at the Village Board meeting as well. The Committee was okay with this.

ADMINISTRATION – JUSTIN YORK

None.

THE CHIEF– MATT HOLLINGER

Chief Hollinger advised the Committee that he will not be in attendance at the next meeting on January 15th because he is sitting on a panel for an interview process.

Chief Hollinger added that the police department has been doing business checks for underage drinking at a couple bars and slot boutiques in the Village and so far everyone has been in compliance. Chief Hollinger said that they will continue to do business checks and that he anticipates the businesses will remain cooperative.

PLANNING & DEVELOPMENT ADMINISTRATOR – TRICIA DIDUCH

Ms. Diduch stated that she placed a copy of her activity report in everyone’s mailbox and that she has been busy with Village events. Ms. Diduch added that Yeti Fest is in about 5 weeks so she is busy with planning that event.
