II. INFORMATION ONLY 

1. Davis Park Update

Public Works Director Kyle Saunders and Timothy Hinkens presented a 30% Design Update of Davis Park to the council members. Their presentation included information on the following:

o Timeline of Davis Park from 2015 to present

o Project Partners

o Balancing Priorities

o Updated Design of the Park and Amenities

At the conclusion of the presentation, Director Saunders and Mr. Hinkens answered questions from the council members.

2. Mayor's Office of Domestic and Community Violence Prevention Update

Jennifer Cacciapaglia, Executive Director of Mayor's Office of Domestic and Community Violence Prevention, and Jason Holcomb from Region 1 Planning Council presented a Bi-Annual Office Update. Their presentation included information on the following;

o Community Gap Interviews

o Task Force Structure

o Collaboration

o Lethality Prevention Division

o Strangulation Response Team and Continuum

o Family Peace Center Demographics To Date

o Family Peace Center Exit Survey Results

o Rockford Public School Programs

o Community Violence Prevention Efforts

o Juvenile Enhanced Response Team

o Human Trafficking Efforts

o NIBRS Database and Statistics

o Data from the Rockford Police Department Domestic Violence Incidents 2016-2022

Once the presentation was concluded, Director Cacciapaglia and Mr. Holcomb answered questions from the council members.

3. Health and Human Services - Community Services Update

Health and Human Services Executive Director Anqunette Parham and Owen Carter, Health and Human Services Deputy Director of Program Operations, provided the council members with a Community Services Division 2022 Year in Review Report. The report included information on the following:

o Community Service Block Grant Funding

o Energy Programs

o Energy Insecurity

o Housing Programs

o Housing Affordability

o Overview of Grant Funding

At the end of the presentation, Director Parham and Mr. Carter answered questions from the council members.

III. MOMENT OF SILENCE 

Police Chief Carla Redd spoke about Rockford Police K-9 Nyx who was fatally shot in the line of duty on Sunday, January 28, 2024. She asked for prayers for the Rockford Police Department and especially for Nyx's handler. Chief Redd requested a Moment of Silence in Nyx's honor.

Mayor McNamara then conducted the Moment of Silence.

IV. ADJOURNMENT 

1. Motion to Adjourn 

Alderman Bonne moved to adjourn the meeting, seconded by Alderman Wilkins.

MOTION PREVAILED with a unanimous voice vote (Aldermen Prunty and Meeks were absent). The meeting was adjourned at 8:04 p.m.
