Village of Rockton Administration Committee met Feb. 5.

Here are the minutes provided by the committee:

Chairman Danielson called the regular meeting of the Administration Committee to order at 5:30 pm. Members present: Mayor Peterson, Scott Danielson, and Dave Winters

Staff present: Dan Barber, Sally Bennett, Tricia Diduch and Chief Hollinger

Absent: Justin York

Motion by Mr. Winters, second by Mr. Danielson to waive the reading of and approve the minutes of January 15, 2024. All ayes. Motion approved 2-0.

PUBLIC COMMENT

None.

MAYOR – JOHN PETERSON

Mayor Peterson advised the Committee that the hourly rates for Sosnowski Szeto will be increasing and that he wanted everyone to be aware of this.

Mayor Peterson state that he and Mr. Barber met with Chief Wilson in regards to the water line break and that Chief Wilson will be speaking with his board about this next week,

Mayor Peterson said that he received a letter from the Winnebago County Housing Authority (WCHA) that clarified the usage for the Goldie Floberg building.

Mayor Peterson stated that Sally Bennett, Village Treasurer, is helping train her replacement in Winnebago for the next few Fridays. Mayor Peterson added that she has been working with Jaye Quimby the last few weeks.

Mayor Peterson stated that the Rockton River Market (RRM) schedule is pretty much done and that some of the bands may be slightly more than $500. Mayor Peterson said that they also added two Wednesdays in May to the schedule. Ms. Diduch commented that there will be a vendor fee increase for the RRM this year.

COMMUNITY DEVELOPMENT – SCOTT DANIELSON, CHAIRMAN

Mr. Danielson stated that a few people reached out and are interested in a pop-up basketball or pickle ball tournament. Mr. Danielson said that this would be a sponsored event and that it’s in the beginning stages of planning. Mr. Danielson stated that this would be good for the community and not take much effort to put together.

PUBLIC SAFETY & LEGAL – DAVE WINTERS

Mr. Winters stated that job descriptions were filled out by Village employees and were given to Ms. Prather a few weeks ago. Mr. Winters said that the Village needs to start talking about some changes and try to be proactive in regards to this.

ADMINISTRATION – JUSTIN YORK

Mr. Danielson discussed the IT updates with the Committee and inquired if Mr. York was going to talk to Garcea Technologies first and then have Jeff Garcea attend the Administration Committee meeting to discuss the Village’s needs in this area.

Mayor Peterson stated that there currently isn’t anything addressing office staff at Village Hall if there is inclement weather. Mr. Barber said that he is working with Atty. Sosnowski on this and that they plan on updating several areas of the employee handbook at one time which includes the Public Works job descriptions. Mr. Barber stated that Atty. Sosnowski made some minor changes and that he would like to have the job descriptions approved. Mr. Winters suggested that they show these changes in a red-line version in the future. Mayor Peterson requested that the Public Works job descriptions be added to the Village Board agenda for approval in two weeks.

THE CHIEF– MATT HOLLINGER

Chief Hollinger advised the Committee that the police department completed gaming/alcohol compliance checks last week and that everyone was in compliance.

Chief Hollinger stated that probable cause was determined for the new Mercedes that was recently seized by the police department.

Chief Hollinger added that there is a new Flock camera on E. Main Street for eastbound and westbound traffic.

Chief Hollinger stated that they are currently working on the collective bargaining agreement with Atty. Sosnowski and that this may be done in the next few weeks.

PLANNING & DEVELOPMENT ADMINISTRATOR – TRICIA DIDUCH

Ms. Diduch advised the Committee that she emailed her monthly activity report for January out to everyone.

Ms. Diduch stated that the public hearing for 12102 Old River Road (All Trucks USA) in regards to the zoning changes is going to get pushed back until March. Ms. Diduch said that they are looking to change this to industrial light zoning. Mr. Winters said that if they did this that the industrial light zoning would be permanent moving forward and that he has some concerns about this. Ms. Diduch stated that until she has further information, it may be appropriate to grant a special use permit for the property.

Ms. Diduch commented that Yeti Fest is this week and that there won’t be any snow sculpting because it would be difficult to make that much snow with the current weather conditions, but that everything else is happening as far as the events go.

Ms. Diduch said that the RRM applications will be going out next week or the week after.

Ms. Diduch added that she is already thinking about the 2024/2025 budget already and getting prepared for that.

Motion by Mr. Winters, second by Mr. Danielson to adjourn at 6:07 pm.
