The Chair, Alderperson Wilkins, called the meeting to order at 5:35 p.m.

II. INVOCATION

Pastor Caleb Hong of Christ United Methodist Church gave the invocation. Alderperson Wilkins led the Pledge of Allegiance.

III. PUBLIC SPEAKERS

1) Prophet Yusef quoted scripture and talked about suicide in veterans.

2) John Tac Brantley spoke about his community events and the lack of supports and events for Black History Month.

3) Kenn Dickens expressed his concerns regarding the availability of information for grants.

IV. COMMITTEE REPORTS

1. Proposed Funding Agreement with Goodwill Industries of Northern Illinois for the establishment of an Excel Center and costs related to capital improvements, renovations and upgrades at 808 West Riverside Boulevard in the amount of $600,000.00 utilizing ARPA Revenue Replacement funds. The Legal Director shall prepare the appropriate ordinance.

Alderperson Hoffman made a motion to approve. Alderman Rose seconded. After discussion, MOTION PREVAILED 4 TO 0.

RESULT: APPROVED BY COMMITTEE [4 TO 0]

AYES: Tim Durkee, Karen Hoffman, Bill Rose, Jeffrey Bailey

ABSTAIN: Janessa Wilkins

2. Proposed Funding Agreement with International Women’s Baseball Center (IWBC) for field and capital improvements at 311 15th Avenue in the amount of $400,000.00 utilizing ARPA Revenue Replacement funds. The Legal Director shall prepare the appropriate ordinance.

Alderperson Hoffman made a motion to approve. Alderman Durkee seconded. After discussion, MOTION PREVAILED 5 TO 0.

RESULT: APPROVED BY COMMITTEE [UNANIMOUS]

AYES: Durkee, Hoffman, Rose, Wilkins, Bailey

3. Proposed Marketing Service Agreement with Rockford Area Convention and Visitors Bureau (RACVB) for Made for Rockford Campaign Phase 2 (Rockford Marketing Program) in the amount of $200,000.00 for two (2) years, ($100,000.00 annually) utilizing ARPA Revenue Replacement funds. The Legal Director shall prepare the appropriate ordinance.

Alderperson Hoffman made a motion to approve. Alderman Rose seconded. After discussion, MOTION PREVAILED 5 TO 0.

4. Agreement between City of Rockford and SiFi Networks Rockford LLC for Smart City Managed Services.

Alderperson Hoffman made a motion to approve. Alderman Rose seconded. After discussion, MOTION PREVAILED 5 TO 0.

RESULT: APPROVED BY COMMITTEE [UNANIMOUS]

V. ADJOURNMENT

Alderperson Durkee made a motion to adjourn. Alderman Hoffman seconded. MOTION PREVAILED by unanimous voice vote. The meeting adjourned at 6:09 p.m.
