Village of Rockton Board of Trustees met April 2.

Here are the minutes provided by the board:

Mayor Peterson called the meeting to order at 7:00 pm.

Present: Mayor Peterson, Mr. Baumgartner, Mr. Danielson, Mrs. Honkamp, Ms. May, Mr. Winters, Mr. York and Atty. Szeto

Staff present: Dan Barber, Sally Bennett, Tricia Diduch, Chief Hollinger and Connie Kieffer Absent: Mr. Danielson

APPROVAL OF MINUTES

Motion by Mr. Winters, second by Mrs. York, to waive the reading of the March 18, 2024 Public Hearing meeting minutes. All ayes. Motion approved 5-0.

Motion by Mr. Winters, second by Mr. Baumgartner, to approve the March 18, 2024 Public Hearing meeting minutes. All ayes. Motion approved 5-0.

Motion by Mr. Winters, second by Mr. Baumgartner, to waive the reading of the March 19, 2024 Village Board meeting minutes. All ayes. Motion approved 5-0.

Motion by Mr. Winters, second by Mr. Baumgartner, to approve the March 18, 2024 Village Board meeting minutes. All ayes. Motion approved 5-0.

AMENDMENTS TO THE AGENDA

Ms. May stated that she would like to add a consensus for a labyrinth to be installed at Settlers Park. Motion by Mr. Winters to approve the amendments to the agenda, second by Mrs. Honkamp. All ayes. Motion approved 5-0.

PUBLIC COMMENT

Dave Johnson from the American Legion spoke to the Village Board about the “Purple Up Day for Military Children” proclamation. Mr. Johnson stated that he approached the Village to acknowledge military children and submitted the proclamation to recognize military children on April 15th by wearing purple. Mr. Johnson thanked Mayor Peterson and the Village Board for doing this.

MAYOR PETERSON

Motion by Mr. Winters to approve the appointment of Gus Larsen to the Police Pension Board, second by Mr. York. Roll call. All ayes. Motion approved 5-0.

Mayor Peterson read the “Purple Up for Military Children” proclamation to the Village Board and presented the proclamation to Dave and Sue Johnson from the American Legion.

ZONING

None.

PUBLIC SAFETY AND LEGAL & BUDGET – MR. WINTERS

Mr. Winters shared the Rockton Police Department activity summary from March 16th – 31st with the Village Board.

Motion by Mr. Winters to approve Ordinance 2024-2: An Ordinance of the Village of Rockton, Illinois Approving and Authorizing the Village to Enter into a Lease Agreement with Cooper Olafson Land Development, LLC Regarding the Property Commonly Known as 122 E. Main Street, Rockton, Illinois, second by Mr. York. Roll call. Ayes: Mr. York, Mrs. Honkamp, Mr. Winters and Mr. Baumgartner. Nayes: none. Abstentions: Ms. May. Motion approved 4-0-1.

ADMINISTRATION – MR. YORK

Motion by Mr. York to approve Ordinance 2024-3: An Ordinance Authorizing the Sale of Certain Personal Property Owned by the Village of Rockton, second by Mr. Winters. Roll call. All ayes. Motion approved 5-0.

WATER, SEWER, AND GARBAGE – MS. MAY

Motion by Ms. May to waive the formal bid process for the emergency repair of the clarifier at the waste water treatment plant, second by Mr. Baumgartner. Roll call. All ayes. Motion approved 5-0.

Ms. May asked for a consensus from the Village Board to install a labyrinth in Settlers Park. Ms. May stated that Ms. Lynch and Ms. Bixby (organizers of the Fairy Festival) would like to have this installed before the “Fairy Festival” on May 4th and that they were going to cover the cost of the labyrinth to be professionally installed. Mr. York inquired if there were any religious affiliations associated with a labyrinth. Mayor Peterson said that there wasn’t and that he researched this as well. The Village Board was okay with this.

Motion by Mr. Winters, second by Mr. York, to pay bills in the amount of $147,212.14. Roll call. All ayes. Motion approved 5-0.

Hearing no further business, motion by Mr. Winters, second by Mr. York, to adjourn at 7:15 pm. All ayes. Motion approved 5-0.
