City of Loves Park Codes & Regulations Committee met April 15.

Motion to Approve Minutes of April 1, 2024 by:_Ald. Owens , Second Ald. Schlensker , Vote: 3-0

Old Business – 1) Liquor License, Class R-1 (5723 N. Second): Carlos Rosario and Norma Erickson attended again and plans to include alcohol sales at the open concept restaurant at the above location (Carlito’s Munchie Station) were discussed further. Security and other issues previously discussed included: all sales/services will be inside a gated area, no sales after 12 am, security on weekends (including Carlos, who has a security license), music is planned (live bands some weekends), other sales vendors (food trucks or other products) expected, and outside toilet facilities (including one handicap facility) will be provided. Given this concept has no prior history in the city, committee and staff concerns were how best to minimize risks while supporting the new concept. Similar to a prior open air event approved last year, discussion tonight focused on ability for further restrictions and/or revocation should public safety issues arise. The applicant accepted that concept, allowing the mayor and chiefs (fire and police) to meet should issues arise and consider further modifications (even revocation) as may be warranted. Similar authority (termination on verified complaints) is addressed in the special use permit previously approved to the applicant. In order to move forward expeditiously, Attorney Galluzzo suggested the ordinance be passed this evening as amended by these additional components that will be agreed upon with city personnel and applicant input/agreement.

Motion to approve and amended per description above by Ald. Little , Second by Ald. Owens, Vote:_4-0__

New Business – 1) Special Event Permit (Buster’s Bar & Grill, 7113 N. Alpine): Joe Tassoni appeared to discuss the 2nd annual “Back the Beard” event (June 8, 2024, 2 – 11 pm) with proceeds benefitting Beneath the Beard (a veterans organization). Discussion included comments from the last year’s event, and no concerns were raised by fire or police or other staff. The request was on our communications memo for council, so this will be approved once assigned to the committee by voice vote this evening.
