Village of Rockton Board of Trustees met May 7.

Here are the minutes provided by the board:

Mayor Peterson called the meeting to order at 7:00 pm.

Present: Mayor Peterson, Mr. Baumgartner, Mrs. Honkamp, Ms. May, Mr. Winters,

Mr. York and Atty. Szeto

Staff present: Dan Barber, Sally Bennett, Tricia Diduch, Chief Hollinger and Connie Kieffer Absent: Mr. Danielson

APPROVAL OF MINUTES

Motion by Mr. Winters, second by Mr. York, to waive the reading of the April 16, 2024 Village Board meeting minutes. All ayes. Motion approved 5-0.

Motion by Mr. Winters, second by Mrs. Honkamp, to approve the April 16, 2024 Village Board meeting minutes. All ayes. Motion approved 5-0.

AMENDMENTS TO THE AGENDA

Ms. May stated that she would like to change the amount of Item #2 under herself to $84,658 and that she would like to remove Item #4. Motion by Mr. Winters to approve the amendments to the agenda, second by Mrs. Honkamp. All ayes. Motion approved 5-0.

PUBLIC COMMENT

Bruce Stone, resident of 825 Liddle Road, stated that he was at the last Village Board meeting and spoke about how Liddle Road and Sprague Road are deteriorating along the sides and that it’s very dangerous. Mr. Stone stated that another neighbor on Liddle Road (Jeanette Roncke) called the Public Works Director from the Village of Roscoe and that they came out and looked at the condition of Sprague Road and will look into what can be done. Mr. Stone said that he spoke to Dan Barber and that Mr. Barber stated that he will call the Public Works Director from the Village of Roscoe and talk to him about this further. Mr. Stone reiterated that the roads need to be widened because there is a lot of traffic that cuts through to go from Roscoe Road to Old River Road or vice versa.

Jessica Green, President of Rockton Pride, stated that she represents the LGTBQ community and that June is “Pride Month” and she is asking the Village to display Pride flags in the Village. Ms. Green stated that displaying Pride flags is not a political statement and that she will also be sending a formal letter to the Village as well.

MAYOR PETERSON

Mayor Peterson read the “World Migratory Bird Day” proclamation along with the “Poppy Days” proclamation. Motion by Mr. York to approve the distribution of poppies at the intersection of Blackhawk Boulevard and Main Street on May 24th & 25th and May 31st & June 1st from 9 am – noon and 1-4 pm, second by Mr. Winters. All ayes. Motion approved 5-0.

Motion by Ms. May to approve the discharge of black powder firearms for the Mackton Living History event “The Gathering at Macktown” June 6th - 8th, second by Mr. Winters. All ayes. Motion approved 5-0.

VILLAGE ATTORNEY

ZONING

None.

PUBLIC SAFETY AND LEGAL & BUDGET – MR. WINTERS

Mr. Winters shared the Rockton Police Department activity summary from April 16th – 30th with the Village Board.

Motion by Mr. Winters to approve Ordinance 2024-7: An Ordinance Amending Chapter 72 – Parking

Regulations, Section 72.12 – Parking, Occupancy and Storage of Recreational Vehicles, of the Code of Ordinances of the Village of Rockton, Illinois, second by Mr. York. Roll call. All ayes. Motion approved 5-0.

Motion by Mr. Winters to approve the special use liquor license for After the Vine at Old Settlers Days VIP tent (June 13th – 16th), second by Mr. York. Roll call. All ayes. Motion approved 5-0.

ADMINISTRATION – MR. YORK

None.

WATER, SEWER, AND GARBAGE – MS. MAY

Motion by Ms. May to approve of Ordinance 2024-8: An Ordinance Amending Chapter 51 – Sewer Service, of the Code of Ordinances of the Village of Rockton, Illinois to Create a New Section Regarding Certification of Compliance with Discharge Standards, second by Mr. Baumgartner. Roll call. All ayes. Motion approved 5-0.

Motion by Ms. May to approve the payment for Nelson Carlson for the clarifier repair at the waste water treatment plant in the amount of $84,658, second by Mr. Baumgartner. Roll call. All ayes. Motion approved 5-0.

Motion by Ms. May to approve the payment for Peterson Matz Evoqua for the clarifier repair at the waste water treatment plant in the amount of $43,658.79, second by Mrs. Honkamp. Roll call. All ayes. Motion approved 5-0.

COMMUNITY DEVELOPMENT – MR. DANIELSON

None.

BUILDINGS AND PARKS – MRS. HONKAMP

Motion by Mrs. Honkamp to approve the special events application for “Pelican Fest” to be held on Saturday, May 18th in Downtown Rockton, second by Mr. Winters. Roll call. All ayes. Motion approved 5-0.

Motion by Mrs. Honkamp to approve the special events application for “Rockton River Market” to be held on Wednesdays (May 22nd – August 28th) in Settlers Park, second by Mr. Baumgartner. Roll call. All Ayes. Motin approved 5-0.

STREETS AND WALKS – MR. BAUMGARTNER

None.

EXECUTIVE SESSION

Motion by Mr. Winters to adjourn from regular session at 7:21 pm and go into executive session pursuant to 5 ILCS 120/2(c)(2) to discuss collective negotiating matters between a public employer and their employees or representative and a general employment issue, second by Mrs. Honkamp. All ayes. Motion approved 5-0.

Mayor Peterson called the Village Board meeting back to regular session at 7:52 pm. Roll Call. All Village Board members were present except for Mr. Danielson.

ACTION ON ITEMS ARISING OUT OF EXECUTIVE SESSION

None.

PAYMENT OF BILLS

Motion by Mr. Winters, second by Mrs. Honkamp, to pay bills in the amount of $251,227.27. Roll call. All ayes. Motion approved 5-0.

ADJOURN

Hearing no further business, motion by Mr. Winters, second by Mr. Baumgartner, to adjourn at 7:53 pm. All ayes. Motion approved 5-0.
