The City Council has approved the renewal of the Private Property Tree Removal Loan Program to assist residents with limited resources in removing dead, dying, or diseased trees from private property. To qualify for the no-interest loan, annual household income must not exceed $90,000, and the property must be owner-occupied. Additionally, City staff must verify that the tree presents a hazard requiring removal.
The process is as follows:
1. Homeowners must apply to the City.
2. The City will inspect and confirm the condition of the tree regarding its health or potential for failure and provide subsequent approval or denial.
3. Property owners are required to submit written price quotes from two tree maintenance companies on the City's list of approved vendors.
4. The City will review a repayment plan with the applicant based on the quoted price and obtain approval to proceed.
5. The City will coordinate with the applicant and vendor to complete removal.
6. The City will confirm removal and approve associated invoices for payment.
7. A charge will be added to the resident’s water bill for repayment of the loan monthly, according to this schedule:
- Up to $750 – 12 months
- $751 to $1500 – 24 months
- Over $1500 – negotiated between City and homeowner
