Village of Rockton Public Works Committee met June 17.

Here are the minutes provided by the committee:

Chairwoman May called the regular meeting of the Public Works Committee to order at 6:30 pm. Members present: Mayor Peterson, Dan Barber, Dan Baumgartner, Arianne Honkamp, Jodi May and Don Self

Staff present: Sally Bennett & Adam Bunge

Motion by Mrs. Honkamp, second by Mr. Baumgartner, to waive the reading of and approve the minutes of June 3, 2024. All ayes. Motion approved 3-0.

PUBLIC COMMENT

None.

VILLAGE ENGINEER – KEVIN BUNGE

Village Engineer Adam Bunge gave his report. A copy of the engineering status report is on file with the Village Clerk’s office.

MAYOR – JOHN PETERSON

Mayor Peterson advised the Committee that the nuisance ordinance up for approval at the Village Board meeting on June 18, 2024 will give the Village some teeth in regards to the issues at the Red Barn Golf Course. Mayor Peterson said this will allow the Village to issue notices/fines if necessary.

Mayor Peterson stated that he sent an email in regards to the asphalt plant ruling and that he sent an email to Chairman Chiarellli to see if the new Winnebago County Board will reconsider the special use permit.

Mayor Peterson stated that the police, public works and fire departments did a fantastic job at Old Settlers Days (OSD) and that everything went amazingly smooth. Mayor Peterson said that this will be a record-breaking year for OSD.

WATER, SEWER, & GARBAGE – JODI MAY

Mr. Barber stated that the sewer reimbursement is for the Red Barn Golf Course and that they were billed for sewer when they shouldn’t have been. Motion by Ms. May to approve the reimbursement for 12379 Wagon Wheel Road in the amount of $584.53, second by Mr. Baumgartner. Roll call. All ayes. Motion approved 3-0.

Ms. May discussed the purchase requisition for J.J. Keller & Associates for two user safety management suites for OSHA reporting and documentation in the amount of $8.786.50. Mr. Barber stated that OSHA is coming down really hard and these are the things that they’re looking at. Mr. Barber said that the Village needs this software so that they can generate specific reports. Mr. Barber added that this was calculated into the budget. Ms. May stated that this is up for approval at the Village Board meeting on June 18, 2024. The Committee was okay with this.

Ms. May also discussed the purchase requisition for Brightly Software, Inc. for a software subscription for the Public Works Department. Mr. Barber advised the Committee that this will be replacing the current software and that it will have capabilities for asset management for the auditors. Mr. Barber said that this will also save the Village $500/year and that this was a budgeted item. Ms. May stated that this is also up for approval at the Village Board meeting. The Committee was okay with this.

Mr. Barber advised the Committee of the findings from the Walmart water tower inspection. Mr. Barber said that he sent the report from the inspection completed by KLM and that this is the best inspection job he has ever seen done on a water tower. Mr. Barber stated that everything that needs to be fixed was outlined in their report and that this is included in the 5-year plan. Ms. May inquired if the Village will have to get a loan when it comes time. Mr. Barber said that it would be a good idea to do an IEPA loan for the water tower.

STREETS AND WALKS – DAN BAUMGARTNER

None.

BUILDINGS AND PARKS – ARIANNE HONKAMP

Mrs. Honkamp stated that the special events application for “Movies in the Park” to be held at the Rockton Athletic Complex (June – October) is up for approval at the Village Board meeting on June 18, 2024. The Committee was okay with this.

PUBLIC WORKS – DAN BARBER

Mr. Barber stated that the Public Works Department has a lot going on. Mr. Barber said that he has an employee leaving the department because he’s moving to Madison, Wisconsin. Mr. Barber added that the Village made $1,760.50 from the auction at Goldie Floberg.

PARKS & RECREATION DIRECTOR – DON SELF

Mr. Self advised the Committee that he spoke with the gentleman installing the boat dock and that he hopes to have it in by the end of the week.

Mr. Self stated that he is getting a quote from Area Concrete to have concrete installed in the dugout areas of the athletic complex. Mr. Self added that he is also getting pricing from Park & Play Structures.

Mr. Self said that he met with Roscoe/Rockton Junior Indians for girls flag football this fall and that they need to find coaches in order to have a team.

None.

Motion by Mrs. Honkamp, second by Mr. Baumgartner to adjourn at 7:04 pm.
