Village of Rockton Budget & Finance Committee met July 2.

Here are the minutes provided by the committee:

Chairman Winters called the regular meeting of the Budget & Finance Committee to order at 6:30 pm. Members present: Mayor Peterson, Sally Bennett, Scott Danielson, Connie Kieffer, Jodi May and Dave Winters

Staff present: Dan Barber, Dan Baumgartner, Tricia Diduch and Chief Hollinger

Motion by Ms. May, second by Mr. Danielson, to waive the reading of and approve the minutes of June 18, 2024. All ayes. Motion approved 3-0.

PUBLIC COMMENT

None.

SPECIAL WARRANT CONSIDERATIONS

None.

RECOMMENDATION OF PAYMENT

Bills were reviewed and recommended for approval in the amount of $148,552.94.

MAYOR PETERSON

Mayor Peterson advised the Committee that he spoke to Chris Cannell with First Midwest Group and stated that there must have been a misunderstanding about the parking lot at Rockton Food & Spirits. Mayor Peterson inquired if the Village wanted no signs or signs for Rockton Food & Spirits parking. The Committee stated that they didn’t want any signs.

Mayor Peterson commented that he received a phone call from a TV station inquiring about the amendment to the nuisance ordinance.

Mayor Peterson stated that he received the email from Ms. Diduch in regards to the Brownfield grant and that there is no cost to the Village.

VILLAGE TREASURER, SALLY BENNETT

Mrs. Bennett stated that she attended the Illinois Municipal Treasurers Association (IMTA) conference last week and that she received her recertification which is good for five years. Mrs. Bennett added that they discussed security issues at her conference and brought up people videotaping or recording at municipalities. Mrs. Bennett stated that if this happens, municipalities can request the video to be removed from YouTube.

Mrs. Bennett said that August 11th-14th is Municipal Treasurers Appreciation Week and that she would like a proclamation to be read at the August 6th meeting.

Mrs. Bennett stated that she is continuing to review bank accounts to see if we can reduce/eliminate any other accounts for the Village.

Mrs. Bennett added that yesterday (July 1st) the Illinois Motor Fuel Tax (MFT) increased to 47 cents/gallon.

Mrs. Bennett advised the Committee that 55% of property taxes has been collected thus far.

SCOTT DANIELSON, TRUSTEE

VILLAGE COLLECTOR

Ms. Kieffer stated that she collected liquor license fees at the end of June and that all of the businesses are in compliance. Ms. Kieffer said that Lucky Dogs closed on May 30th, but that there is another gaming facility going into that location. Ms. Kieffer added that she is still collecting for a few tobacco licenses.

Ms. Kieffer advised the Committee that she met with Chris Korte and Jeff Skelley with the Illinois Municipal League Risk Management Association (IMLRMA) and that they discussed training that needs to be completed for administration at the Village. Ms. Kieffer requested that this be placed on the next Administration Committee agenda for discussion.

None.

Motion by Ms. May, second by Mr. Danielson, to adjourn at 6:44 pm.
