City of Carlyle City Council met July 8.

Call to Order/Roll Call
The meeting was called to order by Deputy Clerk Martha Reinkensmeyer on Monday, July 8, 2024, at 7 p.m. at Case Halstead Library. Alderman present included Tammy Peters, Jim McClaren, Scott Diekemper, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes. Mayor Judy Smith and Jeremy Weh were absent. City employees present included Keith Housewright, Chief Mark Pingsterhaus, Treasurer Chad Holthaus, Brad Myers, and Martha Reinkensmeyer. Others present included City Attorney Joe Heiligenstein, Tina Wiegman, Matt Wilson, and Kelly Ross.
Mayor Pro Tempore
Due to Mayor Judy Smith’s absence, Deputy Clerk Reinkensmeyer asked for a motion to appoint a mayor pro tempore. Mike Jansen made a motion to appoint John Hodapp as mayor pro tempore. Jeff Taylor seconded the motion. Following roll call, the motion passed. Ayes: Jim McClaren, Scott Diekemper, Jeff Taylor, Mike Jansen, Bruce Hilmes, and Tammy Peters. Nay: John Hodapp.

Approval of Minutes
Jeff Taylor made a motion to approve the minutes from the June 24, 2024, meeting. Tammy Peters seconded the motion. Following roll call, all were found in favor. Aye: Scott Diekemper, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, and Jim McClaren. Nay: none.
Approval of Claims
After reviewing the claims, John Hodapp made a motion to approve them. Jeff Taylor seconded the motion. Following roll call, all were found in favor. Aye: John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, and Scott Diekemper. Nay: none.
Treasurer’s Report
After reviewing the June 2024 Treasurer’s Report, John Hodapp made a motion to approve the report. Jeff Taylor seconded the motion. Following roll call, all were found in favor. Aye: Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, and John Hodapp. Nay: none.
Plaque Presentation – Wiegman Ford
John Hodapp presented a plaque to Tina Wiegman in honor of Wiegman Ford’s 69 years of service to Carlyle and Clinton County. He also read a letter from Mayor Smith.
City Clerk Report
Deputy Clerk Martha Reinkensmeyer stated that she will be attending the Municipal Clerks of Illinois summer seminar later this week.

Library Report
Librarian Keith Housewright thanked all the departments that helped to move bookshelves to make more room for story time at the library. He also thanked Wiegman Ford for providing popcorn over the years for movie nights at the library.

Corporate/Finance
Review of Draft TIF District Redevelopment Plan - City Administrator Brad Myers reviewed the draft TIF district redevelopment plan with the council. There were no motions.
Adoption of Ordinance to Set Date for Public Hearing for TIF 4 Redevelopment Plan & Project - City Administrator Brad Myers explained that an ordinance must be passed to set the date for a public hearing for the TIF 4 redevelopment plan. It will be held Monday, August 26, 2024, at 6:30 p.m. at Case Halstead Library located at 550 6th Street, Carlyle, IL 62231. Jeff Taylor made a motion to adopt the ordinance to set the date for the TIF 4 redevelopment plan and project public hearing. Bruce Hilmes seconded the motion. Following roll call, all were found in favor. Aye: Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, John Hodapp, and Jeff Taylor. Aye: none.
Electric
Approve IMEA Power Supply Agreement/Capacity Purchase Agreement - City Administrator Brad Myers explained that the current agreement ends in September of 2035. This agreement would begin October of 2035 and run through May of 2055. Brad added that IMEA has allowed Carlyle to provide reliable and affordable power. IMEA also provides help whenever severe weather conditions hit the area. Jeff Taylor made a motion to approve the IMEA power supply agreement/capacity purchase agreement. Jim McClaren seconded the motion. Following roll call, all were found in favor. Aye: Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, John Hodapp, Jeff Taylor, and Mike Jansen. Nay: none.
Water & Wastewater
City Administrator Brad Myers said that work has begun on running the line to TDK Consulting.
Street & Alley
City Administrator Brad Myers said that work has begun on prepping streets for oiling and chipping. The new street sweeper has helped with this project. Payments are also still being accepted for oiling and chipping alleys.
Police
School Resource Officer (SRO) Memorandum - Chief Mark Pingsterhaus stated that this would be a temporary position that might become permanent. A COPS grant was received that will help to cover the SRO’s salary. Chief Pingsterhaus reviewed the memorandum for the school resource officer between the city of Carlyle and Carlyle Community Unit School District #1. He pointed out that the school district would be responsible for $25,000.00 of the SRO’s salary, along with any overtime required by the school. The SRO would start on August 1, 2024, and would work at the schools until May of 2025. Either party can terminate the agreement with 90 days’ notice. He added that this will be the first SRO in Clinton County. Jeff Taylor made a motion to approve the school resource office memorandum. Jim McClaren seconded. Following roll call, all were found in favor. Aye: Tammy Peters, Jim McClaren, Scott Diekemper, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes. Nay: none.
Chief Pingsterhaus also stated that the Clinton County Fair begins next week with the parade on Monday night.

Employee Concerns
City Administrator Brad Myers stated that Levi Hayes has started at the Water/Sewer Department. He is training with Andy Wennerstrom and will also train with Steve Kerwin and Ryan Drake.
