Village of Rockton Board of Trustees met July 16.

Here are the minutes provided by the board:

Mayor Peterson called the meeting to order at 7:00 pm.

Present: Mayor Peterson, Mr. Baumgartner, Mr. Danielson, Mrs. Honkamp, Ms. May, Mr. Winters, Mr. York and Atty. Szeto

Staff present: Dan Barber, Sally Bennett, Tricia Diduch, Chief Hollinger and Connie Kieffer

APPROVAL OF MINUTES

Motion by Mr. Winters, second by Mr. Danielson, to waive the reading of the July 2, 2024 Village Board meeting minutes. All ayes. Motion approved 6-0.

Motion by Mr. Winters, second by Mrs. Honkamp, to approve the July 2, 2024 Village Board meeting minutes. All ayes. Motion approved 6-0.

AMENDMENTS TO THE AGENDA

Julia Scott-Valdez (Director of Management Services) and Alex Mandujano (Senior Financial Analyst) with Four Rivers Sanitation Authority addressed the Village Board in reference to switching from quarterly billing to monthly billing. Ms. Scott-Valdez stated that there are 646 accounts in the Village that will be affected and that these residents live in the Wingate and Kensington Subdivisions. Ms. Scott-Valdez said that moving from quarterly to monthly billing will be better for customers and that she wanted to make it clear that their rates are not increasing. Ms. Scott-Valdez said that she will be reaching out to the Village and that there will be a memorandum of understanding in place as well. Ms. Scott-Valdez provided her contact information in case anyone had questions or concerns.

PUBLIC COMMENT

None.

MAYOR PETERSON

Mayor Peterson stated that there is an opening on the Zoning Board of Appeals (ZBA) and to contact Ms. Diduch if anyone is interested in filling that position.

Mayor Peterson added that the Rockton River Market (RRM) has been moved to Village Green Park this week due to flooding in Settlers Park.

VILLAGE ATTORNEY

None.

ZONING

Mayor Peterson opened the public hearing for the annexation agreement for 11818 Wagon Wheel Road at 7:09 pm. Hearing no comments, Mayor Peterson closed the public hearing at 7:10 pm.

Motion by Mr. Winters to approve Ordinance 2024-12: Ordinance Adopting an Annexation Agreement for 11818 Wagon Wheel Road, second by Mr. Baumgartner. Roll call. All ayes. Motion approved 6-0.

Motion by Mr. Winters to approve Ordinance 2024-13: Ordinance Annexing 11818 Wagon Wheel Road, second by Mr. Danielson. Roll call. All ayes. Motion approved 6-0.

Motion by Mr. Winters to approve Ordinance 2024-14: Ordinance Approving a Map Amendment to the UT Urban Transitional District for 11818 Wagon Wheel Road, second by Mr. Baumgartner. Roll call. All ayes. Motion approved 6-0.

PUBLIC SAFETY AND LEGAL & BUDGET – MR. WINTERS

Mr. Winters shared the Rockton Police Department activity summary from July 1st – 15th with the Village Board.

Mr. Winters stated that Chief Wilson was unable to attend the Village Board meeting this evening, but the Village Clerk forwarded his activity report for the Rockton Fire Protection District to the Village Trustees.

ADMINISTRATION – MR. YORK

None.

WATER, SEWER, AND GARBAGE – MS. MAY

None.

COMMUNITY DEVELOPMENT – MR. DANIELSON

None.

BUILDINGS AND PARKS – MRS. HONKAMP

Mrs. Honkamp shared the Parks/Rec activity summary from the past two weeks with the Village Board.

Motion by Mrs. Honkamp to approve the special events application for “Blues & BBQ” to be held on Wednesday, September 4th from 5 – 8 pm in Settlers Park, second by Ms. May. Roll call. All ayes. Motion approved 6-0.

Motion by Mrs. Honkamp to approve the special events application for the “Rockton Lions Last Roar Car Show” to be held on Sunday, October 6th from 8 am – 3 pm at the Rockton Athletic Fields, second by Ms. May. Roll call. All ayes. Motion approved 6-0.

STREETS AND WALKS – MR. BAUMGARTNER

Motion by Mr. Baumgartner to approve the purchase requisition for Warning Lights of Southern Illinois, LLC for street name signs and posts with hardware in the amount of $11,038.80, second by Ms. May. Roll call. All ayes. Motion approved 6-0.

PAYMENT OF BILLS

Motion by Mr. Winters, second by Mr. York, to pay bills in the amount of $168,211.32. Roll call. All ayes. Motion approved 6-0.

Hearing no further business, motion by Mr. Winters, second by Mrs. Honkamp, to adjourn at 7:15 pm. All ayes. Motion approved 6-0.
