Village of Rockton Administration Committee met Aug. 5.

Here are the minutes provided by the committee:

Chairman Danielson called the regular meeting of the Administration Committee to order at 5:30 pm. Members present: Mayor Peterson, Scott Danielson, Dave Winters and Justin York

Staff present: Dan Barber, Sally Bennett, Chief Hollinger and Connie Kieffer

Absent: Tricia Diduch

Motion by Mr. Winters, second by Mr. York to waive the reading of and approve the minutes of July 15, 2024. All ayes. Motion approved 3-0.

PUBLIC COMMENT

None.

MAYOR – JOHN PETERSON

Mayor Peterson advised the Committee that he and Atty. Szeto are going to have another conference call with Richard Barnes, owner of the Red Barn Golf Course, along with his attorney on Thursday. Mayor Peterson said that he wants to know what steps have been taken to rectify the problem with golf balls hitting the surrounding properties.

Mayor Peterson thanked Ms. May for representing the Village and presenting the Talcott Family with a certificate naming August 3rd as “Talcott Family Heritage Day”.

Mayor Peterson stated that the Village needs to have a real conversation about the Village Administrator position soon and would like to discuss this further at the next Administration Committee meeting. Mr. Winters added that the Village needs to come up with a job description as well.

COMMUNITY DEVELOPMENT – SCOTT DANIELSON, CHAIRMAN

None.

PUBLIC SAFETY & LEGAL – DAVE WINTERS

Motion by Mr. Winters to ratify the consensus for MGT Films for 3M film on Village Hall main entrance windows at a cost of $2,844, second by Mr. Danielson. Roll call. All ayes. Motion approved 3-0.

Motion by Mr. Winters to ratify the consensus for Monarch for Verkada intercom system at Village Hall in the amount of $5,778.40, second by Mr. Danielson. Roll call. All ayes. Motion approved 3-0.

Mr. Winters stated that the special event liquor license for the “Jack Lovejoy Memorial Golf Outing” to be held on Saturday, September 7th from 8 am until 5 pm at Macktown Forest Preserve is up for approval at the Village Board meeting on August 5, 2024. The Committee was okay with this,

Mr. Winters added that the approval for the camera installation at the Rockton Athletic Fields in the amount of $14,269.72 is also up for approval at the Village Board meeting. Chief Hollinger stated that this includes the utility pole, electrical and camera system. The Committee was okay with this.

ADMINISTRATION – JUSTIN YORK

Mr. York stated that he will be talking to Jeff Garcea in reference to the IT items/projects that were budgeted for. Mr. York said that he will also be asking Mr. Garcea to provide the Committee with a monthly activity report. Chief Hollinger commented that it would be helpful to Mr. Garcea if he had a better explanation of the purchasing policy and what he can purchase without Committee/Village Board approval.

Ms. Kieffer spoke to the Committee about training with the Illinois Municipal League Risk Management Association (IMLRMA). Ms. Kieffer previously met with Chris Korte and Jeff Skelley from the IMLRMA and they went over some training ideas for administration and staff. Ms. Kieffer said that there was no indication that completing the training would reduce the Village’s premiums, but the training was recommended. Ms. Kieffer said that training videos were offered online through IMLRMA, but that we can also use JJ Keller for training. Ms. Kieffer said that she can look into this further if the Village would like to pursue this. Mr. York commented that the Village needs to have an annual compliance when it comes to training.

THE CHIEF– MATT HOLLINGER

Chief Hollinger advised the Committee that the police department will be doing active shooter training.

Chief Hollinger said that the police department has been trying to replace AEDs for the last few years and that an anonymous donor gave the police department a $10,000 donation in honor of someone that passed away a few weeks ago. Chief Hollinger stated that is costs approximately $4,500 for four AEDs and that he will have this on the next agenda for approval.

Chief Hollinger stated that there has been quite a bit of vandalism the last few weeks involving individuals wearing ski masks and all black clothing. Chief Hollinger said that he was becoming more increasingly concerned and that he did a hire back for the police department in attempt to apprehend the suspects. Chief Hollinger advised the Committee that the police department was able to make two arrests last night/today.

Chief Hollinger added that he is still working on the new intercom system for Village Hall.

Motion by Mr. York, second by Mr. Winters to adjourn at 5:57 pm.
